The association of smoking with drinking pattern may provide opportunities to reduce smoking among students
There is evidence that smoking and alcohol consumption are paired behaviours among university students, but we know little about how New Zealand students engage in these behaviours. This research was conducted with 2822 university students, aged 17–25, from fi…
Enterprise Liability, Risk Pooling, and Diagnostic Care
The safety of patients is an important responsibility of health care providers, and significant compensation costs may arise if providers are negligent. A widely debated option involves liability for such compensation being placed with the hospital rather than the individual clinician, a system known as “enterprise liability.” In the United States, partial adoption of enterprise liability and proposals for its universal introduction have accompan…

Government and Administration: Public Service and Public Servants
Selected developments in government and administration in 2004 are reviewed. The focus is in turn on the Cabinet and machinery of government, public spending, Parliament and accountability, the civil service and the development of public services. The review suggests that in practice both public services and public servants have changed substantially. The former, although still determined through the political process, are provided through a myri…
Government and Administration: Too Much Checking, Not Enough Doing
Selected developments in government and administration in 2003 are reviewed. The focus is in turn on the Cabinet and machinery of government, the Treasury and public spending, parliamentary scrutiny and accountability, the civil service and the emergence of ‘new localism’ in delivering domestic public services. These developments suggest that, despite or perhaps because of continued public commitments to the priority of service delivery and innov…

Art. VIII.— The Maldive Islands: With a Vocabulary taken from François Pyrard de Lavel , 1602–1607
It is one of several disadvantages which the island of Ceylon has had to endure in its political separation from the Anglo-Indian empire, that its language has until lately been left out of the category of Indian tongues, and has received but little attention, except from the few scholars whom so small a country has been able to produce.
