This paper reports the findings of recent research on party and media influences on the development of news agendas. In the 1987 election campaign, the government parties came out as clear winners in the struggle over the media agenda. Election campaigns are institutionalized conflicts which are carried out in and through the mass media. Success and defeat in these conflicts depend upon the communication strategies of the parties and on the reactions of the journalists.
