Monetary compensation schemes during the Covid-19 pandemic
This paper analyses the effect of the COVID-19 pandemic on household disposable income and household demand in the European Union (EU) during 2020, making use of the EU microsimulation model EUROMOD and nowcasting techniques. We show evidence of heterogeneity in the impact of the COVID-19 pandemic on the labour markets in EU Member States, with some countries hit substantially harder than others. Most EU Member States experience a large drop in m…
The distributional impact of tax and benefit systems in five African countries
Purpose The paper aims to assess the effects of taxes and benefits on inequality and poverty in five African countries: Ghana, Mozambique, South Africa, Uganda and Zambia. Design/methodology/approach The authors use newly developed micro-simulation models to analyse the distribution and composition of incomes. Findings The study's results suggest that income-based measures result in higher levels of poverty and inequality than consumption-based m…
Disentangling annuities and transfers
The aim of this paper is to estimate the relative importance of annuities and transfers in Greek retirement benefits and to assess their impact on intergenerational and intragenerational equity. We analyse a large sample of private sector workers retiring in 2008. Adopting a longitudinal approach, we compute the net present value of contributions paid and benefits received by individuals over their life course. We define the difference between th…
The distributional impact of tax and benefit systems in six African countries
This paper assesses the effects of public policies on income taxes and benefits in six African countries. The comparative analysis focuses on the distribution and composition of incomes and assesses the effect of these policies on inequality and poverty. The results are based on newly developed microsimulation models for Ethiopia, Ghana, Mozambique, South Africa, Tanzania, and Zambia. They highlight differences in tax and benefit systems among th…
Improving poverty reduction in Europe
This article examines how income poverty is affected by changes to the scale of tax-benefit policies and which are the most cost-effective policies in reducing poverty or limiting its increase in seven diverse EU countries. We do that by measuring the implications of increasing/reducing the scale of each policy instrument, using microsimulation methods while holding constant the policy design and national context. We consider commonly applied pol…
Reducing poverty and inequality through tax-benefit reform and the minimum wage
Atkinson’s book Inequality: What Can Be Done? (Harvard University Press, 2015) sets out a range of concrete proposals aimed at reducing income inequality, which cover a very broad span but include major changes to the income tax and social transfers system and the minimum wage. These are framed with specific reference to the UK but have much broader relevance in demonstrating how substantial the impact on inequality of such measures could be. Thi…
The Distributional Impact of Austerity and the Recession in Southern Europe
Southern European welfare states are under stress. On the one hand, the recession has been causing unemployment to rise and incomes to fall. On the other hand, austerity has affected the capacity of welfare states to protect those affected. This paper assesses the distributional implications of the crisis in Greece, Spain, Italy and Portugal from 2009 to 2013. Using a microsimulation model, we disentangle the first-order effects of tax–benefit po…
Poverty and Inequality during the Great Recession in Greece
The severe economic crisis that has been affecting Greece since 2009 is having an unprecedented impact in terms of job and income losses, and is widely perceived to have a comparably significant effect in terms of greater inequality and increased poverty. This article provides an early assessment of whether (and to what extent) the latter is the case. Specifically, it simulates the impact of the austerity (i.e. fiscal consolidation policies) and …
