Der Aufsatz geht der Frage nach, wie sich die Verknappung von Zeit im Ausnahmezustand auf politische Systeme auswirkt und unter welchen Bedingungen dabei eine Erosion demokratisch-rechtsstaatlicher Qualität zu beobachten ist. In most established democracies the turnout gap along class lines has increased substantially since the 1980s. Political participation has become a question of resources: income, property, formal education, secure employment and overall social status determine citizens’ engagement in political decision-making. If no vote, at least voice ? The potential and limits of deliberative procedures for the creation of a more inclusive democracy
Our paper presents the results of the project If no vote, at least voice, conducted in the run-up to the municipal elections held in Vienna in 2020. It invited residents of the city who are not Austrian nationals and therefore ineligible to vote in municipal elections to raise issues with the political parties standing in the elections and garner responses from them. These issues were initially formulated by deliberative mini-publics. We discuss …

The yellow vest movement started in November 2018 and has formed the longest protest movement in France since 1945. The movement provoked different reactions of the French government—on the one hand, violence and repression; on the other hand, concessions. The 4th edition of the first volume of this work provides an update of the commentary on the preamble and articles 1 to 19 in case law and literature. The structure of the book has been retained and its content supplemented by more recent developments, such as the implications of Europeanisation and digitalisation as well as the Corona pandemic. As of the 4th edition, Frauke Brosius-Gersdorf has taken over the editorship of the commentary.
