A Buyout Displacement Index for Uncovering the Effects of Disinvestment in Greater Houston Watersheds
Buyouts mitigate the impacts of flood hazards and climate change. Previous research finds buyouts are concentrated in socially vulnerable areas nationally, and in the Houston area, buyouts have contributed to white flight to the suburbs. The effect of buyouts on equity in urban development is understudied. Existing literature overlooks the fact that buyouts are used strategically and may only nominally be a response to risk. A Question of Human Rights
The paper describes, in historical and international perspective, the ongoing struggles of several communities in Louisiana and South Africa whose environment and public health have been damaged by the operations of the same transnational corporations. Previous research has tended to assess environmental injustice one community at a time. Missing from past research is an international perspective which exposes the ties between communities that ho…
Retrospectives and Prospectives on Hurricane Katrina
New Orleans’ recovery from the damage caused by Hurricane Katrina in 2005 reflects a long, complex, contentious process that still is not complete. In this article, the authors explore the key factors that have supported and hindered recovery so far. Initial conditions within the city, the web of policy demands, as well as recent changes in law and procedures for the region are explored using a new model that may be applicable to other severe dis…
Echoes from the Poisoned Well
Community Participation in Urban Sanitation
This article explores how well community participation explains variations in the performance of sanitation projects in Brazilian cities. Case studies of condominial sewers in Recife and Natal, Brazil, reveal a variety of activities that we categorize into four forms of participation: mobilizing, decision making, construction, and maintenance. Mobilizing and decision making were associated with performance in the cases we examined. Our results su…
Multistakeholder Evaluation of Condominial Sewer Services
A multistakeholder evaluation procedure is presented to address the many challenges in evaluating the performance of condominial sewer projects in Brazil. Condominial sewerage is a promising appropriate technology that is coproduced by users and public agencies, but little is known about project performance. This article shows that multistakeholder evaluation is more appropriate to the research setting than evaluations based on a single stakehold…
