Hybridised public management
Our analysis of the literature indicates a growing prominence of hybridity within the field of public administration. Hybrid arrangements incorporate ambiguities and controversies, but they also represent opportunities for joint action and goal achievement. The difficulties inherent in hybridity originate from the dichotomous view of the public–private divide and the underdeveloped measurement instruments. The contributions of this special issue …
User acceptance of strategic planning
Strategic planning is core to public administration at all governmental levels. Evidence suggests that when conducted well strategic planning impacts several performance outcomes. Yet, public administration and strategy scholars have argued that strategic planning is not only a technical procedure. Its success is contingent upon the people involved in strategic planning. The loop from idealised to messy − Untangling ideational features of the circular economy and hybridity in its making
The circular economy (CE) has been one of the key environmental policy concepts of the last decade. Despite the growing number of CE policies, applications and research, we still lack a detailed understanding of what kind of policy idea we are referring to with the CE. Our purpose in this perspective is to untangle the ideational features of the CE by separating three dynamic dimensions from the idea: economic model, conceptual innovation and pol…

Governing Hybrid Organisations
Intuitively, organisations can easily be categorised as ‘public’ or ‘private’. However, this book questions such a black and white dichotomy between public and private, and seeks a deeper understanding of hybrid organisations. These organisations can be found at micro, meso and macro levels of societal activity, consisting of networks between companies, public agencies and other entities. The line between these two realms is increasingly blurred …

Strategy Formation in Public Agencies
The main contribution of this study is the identification of three modes of strategy for public agencies based on strategic thought in a corporate environment. Strategic design, internal strategic scanning, and strategic governance embody three distinct modes of strategy relevant in the public sector. Programming actions, combining capabilities, and formation of networks capture the essence of these strategic orientations. By offering an organiza…
The Vicious Circle of Cutback Policies
In most western countries, public services have been the target of cur‐backs during the past few years. It is often argued that support for a strong welfare slate has declined. In this article, attitudes towards public services in Finland are examined. Factors affecting the willingness to accept cuts were studied using a structural equation model and correspondence analysis. The analysis revealed that piecemeal deterioration in public services ca…
