A comparative analysis of periodicity in the Arkansas state budget process
Purpose The purpose of this paper is to explore the impact of changes to the Arkansas budget process brought about when the people of Arkansas voted to move from a biennial to an annual budget period in 2008. The paper describes the legislative changes necessary for annual budget review and explores the impact of annual budget review on revenue forecasting, supplemental appropriations, special sessions, legislative staff workload, executive branc…
Implementation of the Welfare‐to‐Work Program in Arkansas
How is success for Welfare‐to‐Work (WtW) programs defined, and is that definition adequate? This article assesses a snapshot of interagency communication in the 2000 Arkansas WtW program and its potential effects on the state's progress toward real welfare reform. Three key areas deemed necessary for successful implementation are explored: case management, inter‐agency communication, and goal congruence. Data for the evaluation were generated via…
An Analysis of Reasons for the Use of the Line‐Item Veto in Southern States

However, reasons for its use have evolved along with changes in state budgetary processes. Thus, the line‐item v…
Effects of Prohibition in Arkansas Counties
Previous research has implied that alcohol availability affects the frequency of alcohol‐related crashes. This study uses multiple regression analysis to examine the influence of county‐level alcohol control policies on drug‐ and alcohol‐related arrest rates and related incidents in Arkansas. The research controls for such other county level variables that might affect alcohol related crashes as the number of law enforcement officers, median inco…
The Line-Item Veto in Practice in Ten Southern States
Forty-three governors currently possess some form of item veto power, which is generally the power to delete an item in an appropriations bill without rejecting the entire bill (Council of State Governments, 1991). While the line-item veto has been consistently regarded as a significant indicator of the strength of formal gubernatorial powers, its value as a tool of fiscal restraint has been primarily debated only in the past few decades, in part…
