Intergovernmental transfers between 1940 and 2010 and distinct policy regimes: An empirical study
This study examines five national public policy areas where states and local governments received grants-in-aid from the federal government; these grants approximate a fifth of their yearly revenue budgets. Knowing the historical trends and concentrations can minimize expectation errors of practitioners and policy makers and facilitate future revenue planning. The grants examined between 1940 and 2010 include income security, health, education an…
Indicators of revenues and expenditures of state and local governments: A measurement model approach
Government fiscal officers, practitioners and policy makers constantly deal with uncertainties in revenue and expenditure projections. These uncertainties create difficulties in resource allocation decisions when significant deviations occur. Clearly, certain variables account for these uncertainties and knowing them prior to revenue and expenditure planning may minimize potentials for errors. This study seeks to determine the identities and reli…
An assessment of state government revenue changes for the years 1984 through 1997
This paper examines revenue changes for all fifty states in the United States for the years 1984 to 1997. The study employs longitudinal data drawn from U.S. government publications to assess changes that occurred during the period investigated. Using techniques for testing mean differences including a discriminant analysis procedure aimed at examining regional differences, the study finds that revenues did not increase significantly for all cate…
Policy Issues and Empirical Assessment of Economic Performance: The Cases of African Countries, 1970-1999
This study uses international data to examine the relationship between economic performance and its determinants for selected countries in the African Region. Performance is defined as a positive increase in the average growth rate of the gross domestic product. The study covers approximately 30 years, 1970 through 1999, and involves 42 African countries. After controlling for the effects of geographic location and years of independent policy-mak…

A Structural Analysis of the Value-Added Effects of Enterprises: A Re-Assessment
This paper uses structural equation modeling to examine the effects of state-owned enterprises on the growth of output. Using a covariance matrix derived from cross-sectional data, it is shown through LISREL estimation modeling that total effects on output may not be completely negative as previously observed under other procedures. However, the use of the variable in an ordinary least squares framework in combination with other endogenous variab…
