Toward a Framework for Comparing Accountability Regimes in Healthcare
The debate on accountability within the public sector has been especially lively over the past decade. Significant progress has been made in developing conceptual frameworks and typologies for characterizing different features and functions of accountability. At the same time, however, there has been a lack of sector-specific adjustment of such frameworks. In this chapter we present a framework for analyzing accountability within healthcare. The …
Nordic responses to Covid-19
This paper explores and compares health system responses to the COVID-19 pandemic in Denmark, Finland, Iceland, Norway and Sweden, in the context of existing governance features. Content compiled in the Covid-19 Health System Response Monitor combined with other publicly available country information serve as the foundation for this analysis. The analysis mainly covers early response until August 2020, but includes some key policy and epidemiolog…
The Making and Circulation of Nordic Models, Ideas and Images
Historical and social science literature has a long tradition of interest in the Nordic model and its permutations and developments. This chapter will make two straightforward and related claims. First, that ideas about the Nordic model circulated in British political circles in the period 1997 to 2010 in the field of healthcare, and second, that this Nordic model was a departure from the ‘traditional’ social democratic conception of Norden, inst…
Realising Calling through Identity Work. Comparing Themes of Calling in Faith-Based and Religious Organisations
This study explores notions of callinging in management careers in faithbased and religious organisations. What are the similarities and differences between managers’ understanding of their work as a calling in these two types of organisation? How do they negotiate calling in their work? We use interview data from nine middle managers in a faithbased hospital and nine deans in the Evangelical-Lutheran Church of Norway. The article builds on cross…
What is the ‘Neo-Weberian State’ as a Regime of Public Administration?
The “Neo-Weberian State” (NWS) has been a much-discussed concept in public administration studies since Pollitt and Bouckaert introduced it in their Public Management Reform book. This chapter takes a closer look at the concept and compares NWS with its much longer pedigree of Neo-Weberian State Theory in sociology. The chapter examines ‘administrative statesmanship’ in relation to the NWS framework. The chapter finally illustrates what NWS mean …
Bureaucracy and Society in Transition
The Impact and Interpretation of Weber’s Bureaucratic Ideal Type in Organisation Theory and Public Administration
It is doubtful whether Max Weber would have been appreciative of his current status as the father of organisation theory. Weber did not develop the concept of bureaucracy as part of a quest to advance a science of organisations, or in order to do a microanalysis of the internal structure of particular organisational units. The concept of bureaucracy was an ideal-typical concept developed as a point of departure for comparisons across historical p…
The Many Faces of Accountability
Welfare reforms involve trade‐off between different accountability types, such as political, administrative, legal and social accountability. This variety of accountability types is used to investigate consequences of reforms in three different welfare services in Norway; social services, hospitals and immigration. The study finds that more complex, dynamic and layered accountability forms are emerging, but that there are some differences across …
I stedet legges d…
Reshaping public accountability
The article contributes to the literature on multi-level welfare governance and public accountability in the context of recent European hospital reforms. Focusing on the changing dynamics between regional and central governance of hospitals in Germany, Norway and Denmark, we raise concerns about the reshaping of traditional public accountability mechanisms. We argue that, triggered by growing financial pressures, corporatization and professionali…
Public Sector Organizations and Reputation Management
This article discusses five problems that most public organizations will face when adopting a popular, yet largely unexplored management concept: reputation management. The inherently political nature of public organizations constrains their reputation management strategies. Furthermore, they have trouble connecting with their stakeholders on an emotional level, standing out as unique and differentiated organizations, communicating as coherent bo…
Engineers and Management in Germany and the United States
