The role of institutional factors on party system change has received increasing scholarly attention. This article analyses the emergence of new trends in the structure of party competition in Turkey following the transition from parliamentarism to presidentialism in 2017. The newly-adopted presidential system endowed the president with extraordinary powers and reduced the role of the parliament. Presidential elections assumed central importance …

Back to a Predominant Party System: The November 2015 Snap Election in Turkey
Turkey’s snap parliamentary election in November 2015 took place in an environment of growing political violence and terrorism resulting from the renewal of the Kurdish conflict in the southeast and two major suicide bombings carried out by Islamic State of Iraq and Syria (ISIS). Presenting the coalition arithmetic, the article first examines the failure to form a government after the previous election five months earlier. It then examines the ca…
Interdisciplinary Approaches to Political Clientelism and Patronage in Turkey
The growth of interdisciplinary work in Turkish Studies has increased the likelihood that the findings will reach an audience in the academic world beyond those specializing in Turkey's history, politics, and society. Clientelism and patronage represent genuinely interdisciplinary concepts and they have been used widely in the social sciences and humanities. The main purpose of this paper is to assess the contribution of clientelism and patronage…
New Directions in Turkey–USA Relations
The relations between Turkey and the USA witnessed considerable volatility and uncertainty during the first decade of the 21st century. The war in Iraq played a major role in the worsening of the relations between the two allies. There were also problems between Ankara and Washington over Turkey's policy toward Iran's nuclear development programme. The efforts of the AKP government to forge close ties with the radical and anti-American political …
Challenges of Triangular Relations: The US, the EU, and Turkish Accession
The US government became deeply involved in European Union (EU)–Turkey relations from the mid-1990s and has provided extensive diplomatic support for full Turkish membership in the EU since then. Washington's strategic considerations have been paramount in the US government's approach to Turkey's full integration into the EU. The US policy on this issue has played a constructive role in Turkish–US relations. However, it has also created strains i…

Political Violence and Terrorism in Turkey, 1976-80: A Retrospective Analysis
During the late 1970s, Turkey experienced a major campaign of political terrorism that was waged by a multiplicity of leftist, ultranationalist, and separatist groups. Between 1976 and 1980, more than 5000 people lost their lives in hundreds of terrorist incidents. The steady escalation of violence amidst a major political and economic crisis undermined the country's fragile democratic system and paved the way for a military coup in September 198…
The 2007 Elections and Parliamentary Elites in Turkey: The Emergence of a New Political Class
This essay analyzes the impact of the 2007 elections in Turkey on the structure of the parliamentary elites. The article begins with an examination of the recent trends in turnover rates. The electoral earthquake of 2002 resulted in the highest turnover in modern Turkish politics. In 2007, the turnover rate declined to 59.3 percent as a result of the relative stabilization of party competition. In the subsequent sections of the essay, the data on…
Towards a New Turkish Party System
This essay examines the impact of the 2002 parliamentary elections in Turkey on the Turkish party system. While the 2002 elections did not indicate a trend toward the stabilization of the electorate, they ushered in a number of important changes in the party system, including the rise to power of a political party with an Islamist pedigree, the emergence of a two‐party system in the parliament, and the replacement of coalition or minority governm…
A Reply to Michael M. Gunter
I must express my surprise at the offensive tone of Michael Gunter's reply to my review of his book The Kurds and the Future of Turkey , since, in addition to my criticisms, I did enumerate some of the merits of his study. I can only assume, therefore, that he has either misunderstood my comments or chosen to ignore the favorable points I made and focus instead only on the critical ones

Turkey and the Middle East in the 1990s
With the end of the cold war, and particularly following the Gulf War, Turkey abandoned its low-profile posture in the Middle East for a more activist regional role. The Kurdish issue, the single most important item on the country's domestic and foreign policy agendas, has also had important implications for Turkey's Middle East policy, further exacerbating longstanding problems with Syria that in turn contributed to Ankara's decision to sign a m…

Migration Policies of Sending Countries: Perspectives on the Turkish Experience
During the 1960s and early 1970s, Turkey participated heavily in the process of labor migration from the Mediterranean basin to Western Europe. In addition to the policy preferences of advanced industrial European states and the demand for jobs in Europe by large numbers of Turks, Turkey's migration policies played a significant role in the expansion of the migratory flow. Turkish policymakers sought to use labor migration abroad to fulfill sever…
The Turkish Party System in Transition
CONTINUITY RATHER THAN CHANGE WAS CHARACTERISTIC OF THE Turkish party system during its formative years in the late 1940s and the 1950s. Now, however, party competition in Turkey appears to be approaching a new phase of development. While some political analysts have described the emerging trends in the 1970s with reference to a ‘critical realignment’ in mass electoral behaviour, others have characterized the party system as going through a perio…
