Quality of Cities’ Networks of Plans and Prospects for Flood Resilience
Urban flood resilience is a function of the collective intent of all planning efforts or network of plans. Yet, most studies focus on single plan types; it is unclear whether plans work cohesively. We asked to what extent do networks of plans uniformly foster resilience to flooding. We adapted plan quality evaluation methodology to evaluate four cities’ networks of plans. All four networks uniformly state goals, including flood resilience and sus…
Urban Flood Resilience Networks
Coastal cities facing growing flood risks are increasingly focused on resilience. Academic and policy discourse present a resilience-based approach to governing hazards as more collaborative, better connecting threats, systems, and actors. Literature on governance networks, collaborative governance, and networks of plans suggests collaboration enhances resilience, but empirical studies of the relationship between governance networks, networks of …
Comparing hazard mitigation and climate change adaptation planning approaches
Cities are developing hazard mitigation plans (HMP) and climate change adaptation plans (CCAP) with the common aim of proactively reducing vulnerability to future hazards. Yet, they are often treated as distinct planning instruments. Some planning scholars have suggested that HMP and CCAP should be integrated since climate change impacts are increasing and communities have limited time and resources. But, it is unclear how synergistic these two p…
Ecological, Engineering and Community Resilience Policy Adoption in Large US Cities
This paper seeks to identify which resilience-oriented policies are being enacted and factors that influence policy adoption. We develop clusters of policies related to three types of resilience: ecological, engineering, and community. Among large U.S. cities, we find wide variation in the number and type of policies enacted. Through multivariate analysis, we identify factors that are associated with the adoption of these policies. Similar to ear…
More than the Sum of Their Parts
Communities create a variety of plans that collectively shape future development patterns. Methodological approaches to analyze multiple plans and their relationships have been underdeveloped. We compare four complementary methodological approaches to study the relationships between plans: (1) cross-referencing, (2) plan quality evaluation, (3) plan integration for resilience scorecard, and (4) social network analysis. We apply each approach to B…
Who collaborates on urban resilience? An analysis of flood resilience planning networks in four coastal cities
Cities are increasingly focused on building resilience. The literature on urban resilience governance emphasizes the importance of breaking down organizational silos and fostering collaboration between diverse actors. Yet few studies empirically examine whether existing resilience governance networks possess these theorized characteristics. This paper addresses this gap by focusing on flood resilience governance in four major U.S. cities and uses…
Planning, development pressure, and change in green infrastructure quantity and configuration in coastal Texas
Planning to Exacerbate Flooding
In August 2017, Hurricane Harvey inundated Houston, Texas, where flooding already was a persistent and growing challenge. Coordinated, proactive land-use planning has been shown to help mitigate flooding hazards, whereas conflicting guidance can exacerbate the problem. This study used the Plan Integration for Resilience Scorecard (PIRS) method to spatially evaluate a network of plans guiding land use and development in western Houston when Harvey…
Green infrastructure in comprehensive plans in coastal Texas
By guiding where, how, and when development occurs, comprehensive plans are an important vehicle to implement green infrastructure. To examine how green infrastructure is incorporated into local comprehensive plans, we evaluate 38 city and county plans in coastal Texas. Like many coastal regions, coastal Texas is experiencing rapid population growth, environmental degradation, and growing natural hazard threats. We found that local comprehensive …
The Overlap of Collaboration and Planning Networks
This paper uses social network analysis to assess the overlap of organizations involved in hazard mitigation and planning networks in Houston, TX. We compare measures of network centrality and density to highlight unique characteristics across two networks and discuss implications of connectivity within each network. Results suggest that central actors occupy important structural locations within both networks. These overlapping organizations may…

Is coastal adaptation a public good? The financing implications of good characteristics in coastal adaptation
Sea level rise poses a crisis for coastal communities. Many local governments have identified strategies to prepare for the impacts of sea level rise but often lack funding mechanisms. To date, the assumption that coastal adaptation is a public good has limited the tools used to finance responses to sea level rise. We argue that good characteristics - subtractability, excludability, heterogeneity, joint production, and capital intensity - combine…
Role of green roofs in reducing heat stress in vulnerable urban communities—a multidisciplinary approach
Green infrastructure, such as green roofs, is increasingly being used to reduce 'heat stresses' associated with urban heat island effects. This article discusses strategies to identify vulnerable neighborhoods in the City of Chicago, where green roofs could achieve multiple goals to mitigate urban heat-related challenges. Numerical simulations were performed using the urbanized version of the Advanced Research Weather Research and Forecasting mod…

Coordinating Plans for Climate Adaptation
Climate adaptation planning emphasizes the need for coordination across sectors and scales. To assess how adaptation is coordinated with multiple planning efforts in a community, I analyze plans in the City of Chester, Pennsylvania, USA. Multiple environmental plans and strategies align with adaptation efforts, but when policies from all plans are mapped, a clear conflict between redevelopment priorities and adaptation emerges. Land use plans pro…
Adaptation to Resilience Planning
Increasingly, local governments are creating resilience plans. What do these plans contain and how do they compare to other efforts to plan for climate change? We use plan evaluation to analyze 10 resilience plans from U.S. cities in the 100 Resilient Cites program and compare them to 44 climate change adaptation plans. Resilience plans lack critical elements to prepare cities for climate change but offer a platform to address economic, social, a…
