Organisational factors in evaluation use: Results from a survey in five EU countries
This study explores the organisational determinants of evaluation use. It proposes a framework distinguishing between the initial and advanced phases of evaluation practice and predicting what factors determine the type of evaluation use at each phase. Our framework was empirically tested using a survey of 1123 public and non-governmental organisations across five European Union (EU) countries: Czechia, Denmark, Italy, the Netherlands and Poland.…
Triggering policy learning via formal EU evaluation requirements in the case of Cohesion Policy
The European Union (EU), especially in the context of Cohesion Policy (CP), has played a crucial role in developing and promoting policy evaluation practices across its Member States. Evaluation systems across the Member States have been established to assess CP investments. Remarkably, the use of evaluation research and its contribution to stimulating policy learning has remained a “black box.” To address this issue, this article aims to develop…
Motivation to Adopt Evaluation Practice as a Determinant of Evaluation Use
The literature contains several models that link types of evaluation use with organizational factors. However, until now, none of them have been thoroughly verified. This study aims to empirically verify the hypotheses proposed by Steven Højlund, who suggests that the type of evaluation use in organizations is determined by the adoption mode of evaluation practice (coercive, mimetic, normative, or voluntary). Qualitative comparative analysis was …
Understanding evaluation use from an organisational perspective: A review of the literature and a research agenda
Why do some types of evaluation use prevail in certain contexts and not in others? The aim of this article is to advance knowledge about organisational factors of evaluation use, that is, determinants of evaluation use grounded in organisational theories. We critically review existing frameworks of organisational factors of evaluation use, highlighting key differences between them and pointing out discrepancies with empirical insights. We discuss…
Does evaluation quality matter? Quantitative analysis of the use of evaluation findings in the field of cohesion policy in Poland
'Quality of life' concept in Cohesion Policy evaluation in Poland, 2004–2020
Structures and functions of complex evaluation systems: Comparison of six Central and Eastern European countries
Evaluation practice is vital for the accountability and learning of administrations implementing complex policies. This article explores the relationships between the structures of the evaluation systems and their functions. The findings are based on a comparative analysis of six national systems executing evaluation of the European Union Cohesion Policy. The study identifies three types of evaluation system structure: centralized with a single e…
Reluctant to learn? The use of evaluation to improve EU cohesion policy implementation in Polish and Spanish regions
For many European Union (EU) member states, the Cohesion Policy (CP) was the channel through which the practice of evaluation was transmitted into domestic administration. Studies have shown that the EU member countries differ in terms of their evaluation capacity and activity. None of those studies, however, addresses regional governments, which are important actors in CP management systems. Our article presents the first cross-state comparative…
Evaluation units as knowledge brokers: Testing and calibrating an innovative framework
Evaluation units, located within public institutions, are important actors responsible for the production and dissemination of evaluative knowledge in complex programming and institutional settings. The current evaluation literature does not adequately explain their role in fostering better evaluation use. The article offers an empirically tested framework for the analysis of the role of evaluation units as knowledge brokers. It is based on a sys…
