  • Accountability

    Open Access•Ralph Chapman, R J K Chapman•ARTICLE•Australian Journal of Public…•2000•Cited by: 1

The outcome of the Symposium reported in AJPA 58(1) is said by the convenors to be that there are many different kinds of accountability and that there may be clashes between them. This paper suggests one possible reason is that the Westminster label hides the potential tensions between the increasing demands for accountability, more responsiveness and responsibility, the new public management and the institutional framework. Everyone wishes to c…

  • Australian Public Policy, Federalism, and Intergovernmental Relations

    R J K Chapman•ARTICLE•Publius The Journal of Federalism•1990•Cited by: 5

Public policy is the overt activity of governing and what governments have as their primary purpose. This is so whether the political system is unitary or federal. There are many more elements that complicate policymaking in a federal system. In particular, constitutional, financial, and political issues intrude because of the necessary interdependence of otherwise independent and autonomous national and subnational components. This article addre…

  • The Tasmanian Public Service and the Future

    Open Access•Ralph Chapman, R J K Chapman•ARTICLE•Australian Journal of Public…•1978

State governments in Australia have been regarded essentially as service deliverers, with the result that the specialist heads of public organizations, although technically competent, have rarely questioned the need for their activities. Nor does the argument that such questioning is the responsibility of the politician take account of the inertia of the existing system; an analysis of the activities which the Tasmanian government has undertaken …

  • Australian Assistance Plan

    Open Access•R J K Chapman•ARTICLE•Australian Journal of Social Issues•1975•Cited by: 1

Social planning, to which the Australian Assistance Plan was committed, demands strong administrative infrastructure support. This paper argues that an understanding of the purpose of social planning was lacking in that infrastructure; that the method of implementation by the Social Welfare Commission and the Department of Social Security produced only uncertainty in the minds of regional councils; and that, in the result, the initially stated go…
