Pirnilu Nintipungkupayi (Everyone Is a Teacher): Keeping Old People's Spirit Healthy Through Education
In the Ngaanyatjarra Lands of desert Western Australia, older people are being encouraged to participate meaningfully in student education. This initiative is being led by two of the authors of this article, senior Ngaanyatjarra women, both of whom work with the Ngaanyatjarra Lands School with its campuses in eight remote communities spread over hundreds of kilometres. Elderly men and women, some of whom are residents in the Ngaanyatjarra Aged Ca…
Are the impacts of land use on warming underestimated in climate policy
While carbon dioxide emissions from energy use must be the primary target of climate change mitigation efforts, land use and land cover change (LULCC) also represent an important source of climate forcing. In this study we compute time series of global surface temperature change separately for LULCC and non-LULCC sources (primarily fossil fuel burning), and show that because of the extra warming associated with the co-emission of methane and nitr…
Variability of fire emissions on interannual to multi-decadal timescales in two Earth System models
Connections between wildfires and modes of variability in climate are sought as a means for predicting fire activity on interannual to multi-decadal timescales. Several fire drivers, such as temperature and local drought index, have been shown to vary on these timescales, and analysis of tree-ring data suggests covariance between fires and climate oscillation indices in some regions. However, the shortness of the satellite record of global fire e…
Contributions of developed and developing countries to global climate forcing and surface temperature change
Understanding the relative contributions of individual countries to global climate change for different time periods is essential for mitigation strategies that seek to hold nations accountable for their historical emissions. Previous assessments of this kind have compared countries by their greenhouse gas emissions, but have yet to consider the full spectrum of the short-lived gases and aerosols. In this study, we use the radiative forcing of an…
Party Response to Environmental Change: A Model of Organizational Innovation
Recent scholarship in the field of party organization has focused attention on questions of adaptation and change. This article isolates one component of change - innovation - and develops that concept. It proposes a general model linking organizational innovation in political parties to changes in party environments. Further, it is demonstrated how this model may be operationalized. Finally, potential problems of measurement and data collection …

Measuring Party Organization in the United States: An Assessment and a New Approach
Debate about the decline and revival of American political parties proceeds unabated in political science. Related to this debate is the attempt to link electoral outcomes with party organizational activity. A continuing impediment to resolving this conflict is the asymmetry in our ability to measure the two central concepts. While standard measures of electoral success and partisan competition abound, measures of party organization are less abun…
Alive and Well in the U.S. Senate: Parties in the Committee Setting
Despite strong theoretical justification, the intersection of the two central organizing features of the U.S. Senate, parties and committees, has received little scholarly attention. This article focuses on that nexus by exploring party-based voting in three Senate committees during the 1980s. Drawing from previous research, several hypotheses are developed that guide expectations about party conflict, unity, and success in the Armed Services, En…
Overdraft: The Political Cost of Congressional Malfeasance
This research focuses on the aggregate effects of the House Banking Scandal on the 1992 elections for the U.S. House of Representatives. While many commentators felt the scandal would transform the House of Representatives through massive displacement of members, we argue that the literature on scandals in Congress should have made us more cautious in our prognostications. We focus on three different stages of reelection for incumbents and conclu…

The Continuing Search for Party Influence in Congress: A View from the Committees
The search for party influence in the U.S. Congress has focused on floor voting patterns. By shifting the focus of attention to the committee setting, this paper shows that previous measures of party influence have generally underestimated the strength of parties in Congress and have invariably presented a simplified version of their activity. Measures of party conflict, unity, and success in four House committees show that, in the differentiated…
Party Transformation in France and the United States: The Hierarchical Effects of System Change in Comparative Perspective
