How do policy narratives influence policy design? Examining livestock policy in Thailand
Studies of policy design and policy narratives are often separated as if they were entirely different policy domains. This study aims to bridge them by examining how policy narratives influence policy design by shaping policy instruments and interventions. In doing so, the livestock policy in Thailand was chosen as the case study. With this non-human policy, policy actors revealed their thoughts through open policy narratives, without self-censor…
Inclusive planning and collaboration in support of disadvantaged groups
Inclusive planning holds the promise of enhancing collaboration to support disadvantaged groups. Drawing on the example of efforts to implement inclusive planning in building a more robust urban food system in Chiang Mai, Thailand, we explore why improving the well-being of marginalized communities through such planning remains challenging in practice. Although a rights-based initiative was introduced for the most disadvantaged groups, unequal po…
Critical reflexivity in policy studies is “a skin, not a sweater” – debating a common ground between interpretivism and positivism
Is critical policy inquiry a legacy of Harold Lasswell
Mapping networks of critical policy studies
The emergence of critical policy studies networks is evident in the proliferation of network-building efforts. These coincide with the rise of epistemic communities and sub-communities through existing, active platforms and interactive exchanges. Based on participatory observations, content analysis, and discussions with key informants, this article seeks to map out the range of established networks that have been formed for critical and interpre…
Hope, fear and public policy
With current global issues that destroy people's hope and create fear, public policy should become more emotionally sensitive. We argue that, under the umbrella of critical policy studies, incorporating interpretive policy inquiry into the policy process helps promote emotionally sensitive public policy that can increase hope to cope with fear. Accordingly, we propose a framework for fostering an empathetic policy process. The framework shifts th…
Public policy education in Thailand
This study examines the state and development of public policy education in Thailand, including its dynamics over time, its institutional setting, and emerging forces acting upon it. It focuses on policy educational institutions, policy courses offered in universities, and national socio-political contexts that shape the academic profession. Contesting Forms of Knowledge in Policy Deliberation Lessons from Disaster Coping Policies in Thailand
This article presents the case of policy deliberation on disaster coping strategies in Bangkok, Thailand. It demonstrates the challenges scientists faced when they sought to influence policymaking on flood mitigation. The article demonstrates different forms of knowledge that shaped Bangkok’s flood policy, and explains how lay knowledge promoted by farmers, local communities, and Buddhist monks were successful in persuading policymakers and the w…
Technocratic and deliberative nexus in policy analysis
Strengthened by rigorous developments in foundational principles and methods, the technocratic-vs-deliberative debate has long lapsed in policy analysis discourse. We attempt to remedy this debate by illustrating the case of Fah Ham smart city planning in Chiang Mai, Thailand. We argue that the assimilation of both technocratic and deliberative modes is feasible in policy analysis, which in turn makes policy-making process more productive. Utiliz…
Coping with Covid-19 in a non-democratic system
Policy analysis in Thailand during these turbulent times (COVID-19) is based mainly on expert opinion expressed under a highly centralised and non-democratic political system. However, the government’s claim of scientific rationality shows that political reasons are at play behind the scenes. Moreover, this policy domain does not interact well with the social domain as it is missing the social, contextual and experiential constructions of policy …
Public policy in the face of post-truth politics and the role of deliberation
By learning from haze pollution policy in Chiang Mai, Thailand, the policy intervention discussed here is based on blaming rural farmers as a cause of the problem. The main policy instrument, thus, is to prohibit farmers from burning. Scientists point out that this complex problem is related to climate change, however, there is little focus on individual contributions to the problem. People find it more convenient to watch governmental agencies v…

The practice of deliberative policy analysis in the context of political and cultural challenges
This article draws upon insight from a study of those involved in introducing deliberative policy analysis in Thailand at the city scale and presents lessons for both policy practitioners and scholars. The design of each deliberative forum differed, depending on lessons learned from previous forums and the consensus that emerged as a result of deliberation amongst forum facilitators. The underlying principle of this kind of deliberative design is…
Floods and Food in the City
Boossabong addresses how policy network on urban agriculture develops collaborative governance mechanisms to cope with the disruption of food distribution caused by the floods. This chapter examines the extent to which such mechanisms enhanced resilience and environmental justice in a time of crisis. By adopting Habermasian perspectives, the chapter argues that deliberation between policy network members and flood victims determines meaningful co…

This article addresses the higher education landscape in Thailand and links educational commercialization to the changes in Thai higher education. It provides the concrete ways in which educational commercialization manifests itself in higher education through public policy. It also explains policy impacts on educational commercialization in this country by analyzing the shorter- and longer-term ramifications of these changes in Thai higher educa…
Policy Analysis in Thailand
This essay aims to compare the roles of different forms of knowledge in analysing public policy in Thailand. It reveals that modern policy studies in Thailand were introduced during the Cold War. “Public policy” became a subject for teaching to policy makers, with studies in this area influenced by American universities. However, the roles of local knowledge and spiritual leaders have shown themselves to still be very important. To espouse differ…
