Organising for Social Sustainability in Urban Housing
Social sustainability has become a widely known term, not least in the area of housing and urban development. While the literature has improved our understanding of the various meanings and interpretations of the concept, there is still a need for studies that explore processes of organising for social sustainability as processes of translation that can take into consideration several dimensions of translation, i.e. shifts in meaning, as well as …
Statebuilding and the Modernisation of Welfare Governance in Russia
This article examines challenges for effective statebuilding in relation to welfare governance in Russia. The focus is the contested role of non-state commercial actors in outsourcing reforms of welfare for older people. The findings suggest that authorities recognise the necessity of reforming the welfare system and its governance in line with international principles but face challenges for developing an effective mixed economy of care while bo…
Ethics of Neighborly Care for the Elderly in the Russian Village
Helping the elderly people living nearby is a common practice in the Russian countryside. The article presents a study of the experimental social program “Caring Neighbor”, which reforms voluntary neighbor assistance into a formalized paid social service provided under a contract. In this way, neighborhood assistance becomes part of the long-term care system. Theoretically, the article is based on the concept of the ethics of care proposed by Car…
Time, Care, and Sustainability
This paper contributes to the wider discourse on sustainability and housing by showing how the dynamics of temporality and care plays out in processes of renovation. We explore five empirical cases of renovation of rental housing estates on the outskirts of Gothenburg, Sweden. Our study draws on the analysis of documents, observations, and qualitative interviews with key actors. We consider renovation a caring practice, both in the practical sens…
Configuring Objects and Subjects of Care in Built Heritage Management
As in many other policy areas, there is a rising concern about how to involve the general public in heritage management and preservation. We analyse attempts made by Swedish cultural heritage authorities to initiate new participatory devices. We ask: How is storytelling used as a participatory device? What are the implications of this in terms of how legitimate concerns are reconfigured? Storytelling has a capacity to transform dominant discourse…
The crisis of Neoliberal project of aging during the Covid-19 pandemic
Purpose This paper aims to consider how the situation of the COVID-19 pandemic questions the neoliberal project of ageing, based on a notion of a healthy, active, working older person. A long-term struggle to include older people has been (temporarily) replaced with a struggle to exclude them. This seems to be one of the most sensitive sore spots of the coronavirus crisis and one of the most serious challenges to social policy and welfare systems…
NGOs and the policy‐making process in Russia
This article explores the issue of the major reform of the child welfare sector that has been carried out in Russia in recent years. Focusing on deinstitutionalization and a child's right to a family, this reform moves Russia in the direction of international trends in this area and represents a break with previous state‐ and institution‐dominated approach to “problem families.” The article explores how and why this process has come about in a tr…
Obtaining redress for abuse of office in Russia
This article examines the options for redressing abuse of office available to citizens in Soviet and post-Soviet Russia. I consider the courts, the procuracy, and the complaint mechanism as sites for citizens to lodge claims against abuse of office in late-Soviet and post-Soviet times. After the collapse of the Soviet system there was an attempt to overcome the Soviet legacy, to strengthen legal institutions and establish administrative justice. …
The Carrot or the Stick? Constraints and Opportunities of Russia’s CSO Policy
Encouraged but controlled
The article examines the role of civil society in Russian governance networks, focusing on power relations between state and non-state actors. The analysis is based on empirical evidence from concrete governance networks in two major cities, St. Petersburg and Samara, that handle complex social issues – integration of migrants, drug prevention, and child protection. Power asymmetries are reflected in tight state control of governance networks’ ag…
