The policy relevance of maximum residue limits analyses
The exports of higher education services from OECD countries to Asian countries
We analyse bilateral exports of higher education services between OECD countries and Asia, using a gravity equation approach, panel data from 1998 to 2016 and PPML regression. The approach treats higher education consumption by Asian countries as a consumable durable good reflecting investment in human capital. Asian students come to OECD countries to obtain degrees from their universities. Structurally, the flow of students from Asian country j …
Can foods produced with new plant engineering techniques succeed in the marketplace? A case study of apples
We present a model for research and development (R&D) investment in food innovations based on new plant engineering techniques (NPETs) and traditional hybridization methods. The framework combines uncertain and costly food innovation with consumers' willingness to pay (WTP) for the new food. The framework is applied with elicited WTP of French and US consumers for new improved apples. NPETs may be socially beneficial under full information and wh…
A comparison of EU and US consumers’ willingness to pay for gene-edited food
The Economics and Potential Protectionism of Food Safety Standards and Inspections
We formally investigate the effects of an inspection system influencing safety of foreign and domestic food products in the domestic market. Consumers purchase domestic and imported food and value safety. Potential protectionism à la Fisher and Serra (2000) can arise: inspection frequency imposed on foreign producers set by a domestic social planner would be higher than the corresponding policy set by a global social planner treating all producer…
Welfare costs and benefits of non-tariff measures in trade
This paper provides a systematic welfare-based approach to analyze the impact of non-tariff measures (NTMs) on trade and welfare in the presence of market imperfections. It focuses on standard-like measures such as technical barriers and sanitary and phytosanitary regulations. The approach overcomes the shortcomings of the mainstream approach based on the analysis of foregone trade caused by trade costs. The latter ignores market imperfections, a…
Trade Restrictiveness Indices in Presence of Externalities
Protectionism indices for non-tariff measures
Nontariff Measures with Market Imperfections
This volume presents new developments in non-tariff measure (NTM) policy analysis by leading authors in the field; from conceptual developments and methodology improvements, to a series of innovative cases studies. A novel policy research agenda underlies the book recognizing that some NTMs are required to sustain market exchange. The investigations address the welfare and trade impacts of standard-like NTMs in presence of market imperfections, t…

Evolving dairy markets in Asia
Dairy food consumption, supply, and policy in Japan
Groundnut trade liberalization
Political Institutions and International Patterns of Agricultural Protection
This paper analyzes the influence of political systems and rights in patterns of agricultural protection across commodities, countries, and over time. Four political systems and a qualitative index of political rights account for differences in political institutions. The analysis incorporates the effects of development, of constraints on tax collection feasibility, and of comparative advantages and terms of trade. Pluralistic systems are associa…
