Contribute to public value, experience flow: Evidence from a two-wave study in the context of public administration
Public value theory argues that public value emerges from collectively shared individual need fulfilment. The perception of public value is expected to yield effects comparable to those resulting from the satisfaction of individual needs – for instance, with respect to the experience of flow. In a design with two measurement waves (N1&2 = 797) in one of the largest German public administrations, we found evidence for our model that the perception…
Human-centric AI governance: What the EU public values, what it really, really values
Connecting value creation for society with work engagement: The relevance of an organization’s public value as an extension of the job characteristics model
Since the seminal work by Hackman and Oldham (1975) there has been a growing body of literature demonstrating how work characteristics can positively both organizations and their employees. While the very nature of the task or job at hand is well explored, insufficient attention has been given to the social and cultural context in which the work is done (Spreitzer & Cameron, 2012). Based on Meynhardt’s public value approach (2009, 2015), we inves…
The Leipzig Leadership Model: Measuring leadership orientations
The Leipzig Leadership Model (LLM) connects theory and practice. Building on actor-world relations and insights from motivational psychology (actor-action relations), the LLM proposes a holistic framework able to integrate the existing plethora of leadership theories and styles. This opens up a new perspective on a comprehensive understanding of leadership roles. With its four leadership orientation dimensions of purpose, entrepreneurial spirit, …
Engagement at a higher level: The effects of public value on employee engagement, the organization, and society
We investigate whether an organization’s social contribution is associated with positive consequences for both the organization and its employees by building on the growing body of research that aims to bridge the gap between micro-level and macro-level phenomena. Specifically, we theorize and empirically show that public value can increase the engagement of employees, while employee engagement mediates the effect of public value on job satisfact…
Doing Good, Feeling Good? Entrepreneurs’ Social Value Creation Beliefs and Work-Related Well-Being
Entrepreneurs with social goals face various challenges; insights into how these entrepreneurs experience and appreciate their work remain a black box though. Drawing on identity, conservation of resources, and person–organization fit theories, this study examines how entrepreneurs’ social value creation beliefs relate to their work-related well-being (job satisfaction, work engagement, and lack of work burnout), as well as how this process might…
The shift to pay transparency: Undermet pay standing expectations and consequences
This research examines the shift from pay secrecy to transparency and seeks to improve the understanding of previously unrecognized negative consequences on job satisfaction. Drawing on undermet expectations research, we propose that shifting toward pay transparency decreases job satisfaction among employees who encounter negative discrepancies between expected and revealed pay standing (undermet pay standing expectations). Using data from field …
Public Value is Knowable, Public Value Creation is Not
Humility is key to public value, so is courage. For me, this is the message of Prebble’s stimulating article. It comes at a good time, when public value thinking is well-established, theorizing about it differentiates into more or less normative schools of thought and empirical research is on its way—normal science as one could say. I read Mark’s argument as a wake-up call to take public value thinking to a more process-oriented level and reflect…
What Drives Entrepreneurial Orientation in the Public Sector? Evidence from Germany's Federal Labor Agency
Along with the introduction of private sector management tools, public servants are expected to act more entrepreneurially—as public managers. However, research lacks quantitative evidence on what drives entrepreneurial orientation (EO) in this context. Our article examines the antecedents of department-level EO in public sector organizations. By integrating different research streams into one study, we combine partly opposing discourses. This de…
Public Value Inside: What is Public Value Creation?
The author develops building blocks for a non-normative public value theory. After a short overview of the rise of public value and challenges in defining public value, the constructs “value,” “public,” “public value,” and “public value creation” are systematically introduced by drawing on a range of philosophical, psychological, and economic concepts. Psychological accounts are identified as the key to understand public value creation. Derived f…
