  • CBDC and Stablecoins in the Eurozone

    Domenica Tropeano•ARTICLE•Review of Political Economy•2026

This article aims to reread the debate on the effects of the introduction of a retail central bank digital currency on the financial structure and in particular on the possible disintermediation of banks taking into account the institutional characteristics of the euro area and their repercussions on monetary and financial markets. These characteristics are the lack of a common fiscal authority, the fragmentation of money and government bonds mar…

  • Are LTROs Monetary Policy Operations or Is the Central Bank Behaving as a Market Maker of Last Resort? A Reply to Febrero, Uxó and Dejuán

    Domenica Tropeano•ARTICLE•Review of Political Economy•2025•References: 3

argue in this note that LTROs are not defensive monetary policy operations in the sense attributed to the word in the post- Keynesian literature. However, they may not even be as accommodative as they might seem at first glance. Perhaps they are simply a disguised operation of buying securities by the central bank. Although legally they are long-term loans, they are economically similar to the underwriting of long-term bank bonds. Further, I argu…

  • Does the Dollar Global Financial System Simply Intermediate Savings

    Domenica Tropeano•ARTICLE•Review of Political Economy•2025•References: 2

The main point of this article is to debunk the idea that the global monetary and financial system simply intermediates savings across countries. A corollary of this idea is that US hegemony derives from the recycling of the savings of countries with surplus current accounts to those with deficit current accounts. This article argues that the international monetary system creates dollar-denominated assets and liabilities regardless of the current…

  • Some Unexplored Financial Issues in the Monetary Circuit since the Financial Crisis

    Louis‐philippe Rochon, Domenica Tropeano•ARTICLE•Review of Political Economy•2025•References: 27

This article aims to extend the theory of the monetary circuit by taking into account the so-called financialization of the economy. While the existing literature on the subject includes the financialization of households in the classic circuit, which increasingly supplements income from work with consumer loans and for the purchase of housing, not much space has been dedicated to other aspects of financialization. In the article, we examine the …

  • Was the September 2019 US Money Market Turmoil Due to Insufficient ‘Loanable Funds’

    Domenica Tropeano•ARTICLE•Review of Political Economy•2024•References: 2

This paper deals with the September 2019 money market turmoil in the United States. It criticizes the thesis that the rates rise was due to the lack of intervention by the four largest banks that did not have enough reserves to be lent to dealers. This thesis is based on the loanable funds theory. A thesis consistent with the theory of monetary base endogeneity is presented in which the lack of intervention by the four largest banks is motivated …

  • The Interplay of Macro-Prudential Regulation and Microeconomic Financial Regulation in the European Union in 2011–2014

    Domenica Tropeano•ARTICLE•International Journal of…•2022•Cited by: 1•References: 1

Though macro-prudential policy is usually aimed at mitigating financial instability, in the European Union it mainly consisted of a discretionary use of old policy tools, such as micro prudential measures, which might have worsened an ongoing financial crisis. Two episodes will be examined: the 2011 special recapitalization of banks and the 2014 Asset Quality Review and stress tests. The metric for the EBA 2011 recapitalization was the ratio of c…

  • Hedging, Arbitrage, and the Financialization of Commodities Markets

    Domenica Tropeano•ARTICLE•International Journal of…•2016•Cited by: 2•References: 2

The article provides an overview of the unfolding of the financialization of commodities in the 2000–2014 time frame. Different phases are described according to the positioning of the group of traders, their motivations, and the type of financial assets used to take a position in commodities. The main theme is the failure of arbitrage to level prices of similar financial assets traded in different markets. However, this failure does not depend o…

  • Employment, growth and development

Louis‐philippe Rochon, Claude Gnos et al.•EDITOR•BOOK•Employment, growth and development•2012

This topical book addresses unemployment in Europe, the wrong-headed reliance on NAIRU to formulate policy, distributional conflicts and financial factors, as well as problems faced in developing countries with respect to exchange rate policy, central banking, challenges to growth, and international financial flows. In the first part of the book the chapters deal with issues related to employment policies, economic growth and development while th…

  • Financial Regulation After the Crisis

    Domenica Tropeano•ARTICLE•International Journal of…•2011•Cited by: 1•References: 2

I critically discuss the main points in the financial reform legislation passed in the United States in 2010, with the adoption of the Dodd-Frank Act, and the planned reform proposals that are currently being drafted and discussed in the European Union. The general philosophy behind both reforms is similar. The inspiring idea is that financial innovation must be encouraged because it increases consumers' welfare and, by summing across all individ…

  • The Current Financial Crisis, Monetary Policy, and Minsky's Structural Instability Hypothesis

    Domenica Tropeano•ARTICLE•International Journal of…•2010•Cited by: 4

The object of this work is to evaluate the monetary policy issues that arose during the financial crisis of 2007-8 according to Minsky's thought. It is argued that Minsky's idea of structural instability may fit the policy problems linked to the crisis. In particular, Minsky's contribution to the theory of central banking is used to evaluate the conduct of the Federal Reserve during the crisis. Minsky's reading of the roles of the central bank in…
