  • Counter-Terrorism Strategic Communication Campaigns and the Generative Nature of Trust

    Open Access•Charis Rice, Matthew Innes•ARTICLE•International Journal of…•2025•References: 34

This article examines how public-facing counterterrorism campaigns are strategically constructed and communicated, to try to signal trust, as part of their wider agenda to deter terrorist risks and threats. The empirical evidence includes frame analysis of the main messaging assets across three UK campaigns, in-depth practitioner interviews, and public focus groups across different parts of the UK. Building on sensemaking theory (Weick, 1995) we …

  • Frame, Fame and Fear Traps

Open Access•Charis Rice, Matthew Innes et al.•ARTICLE•Studies in Conflict and Terrorism•2024•Cited by: 2

This paper explores the challenges and complexities navigated and negotiated in public facing counter-terrorism strategic communication campaigns. Informed by frame analysis of campaign assets, practitioner interviews and public focus groups, the discussion pivots around three high-profile UK public messaging campaigns. Building from Goffman’s theory of ‘normal appearances’ and the established concept of a ‘frame trap’, the analysis identifies tw…

  • A slow-burning crisis

    Open Access•Charis Rice, Bernadette Connaughton et al.•ARTICLE•International Review of…•2023•Cited by: 2•References: 10

This paper explores relationships between ministers, special advisers and civil servants through the lens of a high-profile government crisis in Northern Ireland (NI). Although political–administrative relationships are a mainstay of public administration research, we still have limited understanding of how these relationships feature and function within the ‘Westminster family’ of governance when operating within devolved institutions or post-co…

  • Responsible Journalism in Conflicted Societies

Jake Lynch, Charis Rice•BOOK•Responsible Journalism in…•2022

Setting out multiple perspectives from media and journalism scholars, this collection addresses the implications that today’s technological, socio-political, and economic conditions have for relations between journalists, sources, audiences, and wider publics. Applying an inclusive concept of ‘conflicted societies’ that goes beyond those affected by violent conflict to include traditionally ‘stable’ but increasingly polarised democracies, such as…

  • A Communication Toolkit to Build Trust

    Open Access•Charis Rice, Emily E Stanton et al.•ARTICLE•Voluntas Revista Internacional de…•2021•Cited by: 1•References: 17

Civil society organizations (CSOs) have important roles to play in building trust in post-conflict societies. This research examined how 25 CSO peacebuilders use communication to build trust in Northern Ireland. Our findings suggest that peacebuilders work across different levels of society as trust intermediaries. Communication is central to CSO peacebuilders’ practice in engendering trust and in demonstrating their trustworthiness as individual…

  • Reconciliation Isn’t Sexy”

    Charis Rice, Maureen Taylor•ARTICLE•Journalism Studies•2020•Cited by: 2•References: 26

News media play a key role in post-conflict contexts in helping to explain the peace process and report on current events. This research explores the perceptions of cross-community leaders about the role of journalism in reconciliation in present day Northern Ireland. The findings suggest that community activists perceive the media to be sustaining the legacy of the conflict and constraining debates about the way forward in Northern Ireland. We p…

  • Political Contest and Oppositional Voices in Postconflict Democracy

    Open Access•Charis Rice, Ian Somerville•ARTICLE•The International Journal of…•2016•Cited by: 1•References: 23

This article investigates how political institutions affect government–media relationships. Most studies of media-politics focus on majoritarian parliamentary or presidential systems and on how party systems affect journalism. This tends to neglect important issues that pertain in more constitutionally complex democracies, such as the consociational institutions in postconflict societies. Taking the Northern Irish context as a strategic case stud…

  • Democratic Communication and the Role of Special Advisers in Northern Ireland’s Consociational Government

Charis Rice, Ian Somerville et al.•ARTICLE•International Journal of Public…•2015•Cited by: 4•References: 9

This article examines the role of ministerial special advisers (SpAds) in Northern Ireland’s government communication. Using data gathered from elite interviews with SpAds, government information officers, and political journalists, we argue that the role of the SpAd is influenced by the post-conflict political culture in Northern Ireland and the consociational structure of government. The article suggests that current theorizing of the role of S…
