This study focuses on two basic questions: Are voluntary programs effective in promoting higher environmental performance by participant firms? If so, which distinct areas of environmental performance are more likely to be improved by firms joining a voluntary environmental program? We address these questions by assessing the environmental effectiveness of the ski industry’s Sustainable Slopes Program in the western United States between 2001 and…

The policy sciences have been evolving as a discipline over the past thirty years, but the development has been less than clear, its directions somewhat uncertain. Still, the founding characteristics, as set forth by its early proponents, have remained relevant and relatively constant. The policy sciences have been defined by their multidisciplinary perspective, their problem‐oriented, contextual approach, and their treatment of normative standar…

  • Policy as a Moving Target: A Call for Conceptual Realism

    Open Access•Bjorn Wittrock, Peter De Leon•ARTICLE•Review of Policy Research•1986•Cited by: 6•References: 24

Since the early 1970s, policy scholars have paid great attention to issues of policy implementation, treating it as the "missing link" between policy formulation and results. Most often, policy problems have been seen as static phenomena that can be corrected by carefully specified programs. This paper, drawing upon examples from Swedish energy policy, argues that this is not the case, that political and social conditions are so prone to change t…

  • The Evaluation of Innovation

    Open Access•Peter De Leon•ARTICLE•Review of Policy Research•1984•Cited by: 2•References: 5

This essay examines the difficulties of evaluating procedural and technological innovations while they are still being developed or the interim evaluation of ongoing innovation. The major recommendations warn against a premature reliance on a yet‐undeveloped theory. Careful attention could be directed to delineate a series of relatively discrete steps in the innovation processes, defining and collecting pertinent data, and developing an innovatio…
