  • VAT credit refund policy and outward foreign direct investment

    Open Access•Qilin Mao, Yueqing Wang•ARTICLE•Contemporary Economic Policy•2026

We employ China's 2018 value‐added tax credit refund reform as a quasi‐natural experiment to investigate the policy's impact on firms' outward foreign direct investment (FDI). We find that the policy significantly promotes firms' outward FDI through improved liquidity, increased risk‐taking capacity, and heightened innovation incentives. The effect is stronger for non‐state‐owned enterprises, high‐tax‐burden firms, credit‐accumulating firms, and …

  • Growth Pressures, Stimulus Plan, and Foreign Entry

Open Access•Qilin Mao, Jiayun Xu et al.•ARTICLE•Scottish Journal of Political…•2025•References: 1

In response to the international financial crisis, China's actual utilization of foreign capital experienced a significant decline in 2009, followed by a rapid rebound that surpassed previous levels. Our findings indicate that growth pressures drive local governments to actively utilize…

Open Access•Qilin Mao, Jiayun Xu et al.•ARTICLE•World Economy•2024

This paper was one of the first to explore the impact of trade policy uncertainty (TPU) reduction on Chinese firm capacity utilisation rate from the perspective of trade policy variation. Based on a quasi‐natural experiment of the implementation of Permanent Normal Trade Relation (PNTR) after China's WTO accession, this paper adopts the difference‐in‐difference (DID) method to conduct empirical analysis, and finds that reduction in TPU significan…

  • The Impact of Input Trade Liberalization on the Entry of Foreign Firms

Qilin Mao, Jiayun Xu•ARTICLE•The Journal of Development Studies•2024

This paper integrates trade policy and foreign direct investment into a unified analytical framework, and investigates the effects of input trade liberalization on the entry of foreign firms. To identify the causal effects, we utilize China’s accession to the WTO in 2001 as a quasi-natural experiment, and perform difference-in-difference estimation. The results show that input trade liberalization significantly increases foreign entry. We also fi…
