  • What is high school today

    Open Access•Dustin Hornbeck•ARTICLE•Phi Delta Kappan•2026

James Conant envisioned the American comprehensive high school as a democratic institution that would bring together students from diverse backgrounds in a shared civic experience. Dustin Hornbeck builds on John Rury’s 2002 critique to argue that the high school has not just fragmented but shifted toward an “outsourced” model. Drawing on both historical context and current developments, he explores how proliferating curricular choice pressures ha…

  • The right to invite and the right to decline

    Open Access•Kathleen Knight-Abowitz, Dustin Hornbeck•ARTICLE•Theory and Research in Education•2025

Parental rights are the subject of heated deliberation and policy-making in local, state, and national governing bodies. These debates are characterized by powerful disagreements regarding the role of parents, schools, and the interests of children and adolescents. Parents’ rights conflicts, contributing to the polarization and mistrust of public schools more broadly, demand a more nuanced and complex rendering of parenting, particularly as it fu…

  • Funding LGBTQ Discrimination with Public Money

    Dustin Hornbeck•ARTICLE•Equity & Excellence in Education•2025

In this article, I examine how Ohio’s dual enrollment (DE) policy funds private religious education with discriminatory policies toward LGBTQ students. I address two research questions: To what extent does Ohio’s DE policy fund institutions that promote a conservative Christian paradigm with anti-LGBTQ policies? and How do these institutions use mechanisms to discriminate against LGBTQ students? Through qualitative content analysis, findings indi…

  • Conceptualizing United States democracy

    Open Access•Dustin Hornbeck•ARTICLE•Journal of Curriculum Studies•2024

Objectives In this Paper, I examine how high school social studies content standards in the United States address fundamental concepts of American governance, particularly the concept of democracy. Methods I conducted a qualitative textual analysis of government/civics content standards from all 50 states, Washington DC, and the Advanced Placement United States Government and Politics (AP Gov) course materials. I applied a framework that distingui…

  • Demobilizing knowledge in American schools

    Open Access•Dustin Hornbeck, Joel R Malin•ARTICLE•Humanities and Social Sciences…•2023

Controversies have erupted in recent years over the teaching of critical perspectives in United States K-12 schools, particularly related to issues of diversity, race, gender, and sexuality. These tensions have resulted in attacks on critical curriculum, with nearly one-third of states banning curriculum that offers critical views of the racial past of the U.S. and over 200 bills introduced in 40 states that would restrict curriculum related to d…

  • Navigating parental rights

    Open Access•Dustin Hornbeck•ARTICLE•Education Policy Analysis Archives•2023

In this study, I explore the discourse surrounding parental rights in U.S. public schools, with Virginia as a focal point. Analyzing two sets of model policies regarding the treatment of transgender students—one established under a Democratic governor and another implemented following the election of a Republican candidate championing parental rights—this research employs qualitative content analysis to gain insight into the contemporary parental…

  • Democratizing dual enrollment

    Open Access•Julia C Duncheon, Dustin Hornbeck•ARTICLE•Education Policy Analysis Archives•2023

Dual enrollment (DE) is a popular reform in the United States that allows high school students to take college courses through partnerships between school districts and institutions of higher education. DE programs have been scaling rapidly, but participation is stratified by race and class, and research reveals little about the quality and content of DE courses. These limitations stem, in part, from a lack of theorizing around what purpose DE re…

  • Teachers Unions and Dual Enrollment Policy in Collective Bargaining Agreements

    Open Access•Dustin Hornbeck•ARTICLE•Educational Policy•2023

This study explores how teachers’ unions are responding to the growing policy of dual enrollment (DE). I reviewed all available collective bargaining agreements (CBAs) of public schools in Ohio, using qualitative content analysis to look for ways that CBAs are addressing DE policy. Analysis revealed four themes. The first theme suggests that teachers’ unions are incrementally bargaining provisions addressing DE into their CBAs. Of the 586 CBAs an…

  • From an ethic of care to queer resistance”

    Dustin Hornbeck, Julia C Duncheon•ARTICLE•International Journal of…•2022•Cited by: 1•References: 8

LGBTQ students often have a secondary school experience fraught with bullying, mental health struggles, and marginalization. In this qualitative study, we examined teacher and administrator perspectives on school supports for LGBTQ students using data collected for a larger project on early college high schools (ECHS) in Texas. Using an ethic of care in education as a conceptual frame, our findings revealed that participants perceived ECHSs as sa…

  • Historical knowledge mobilisation in a post-factual era in the United States

    Joel R Malin, Dustin Hornbeck•ARTICLE•Evidence & Policy•2021•References: 7

Background: In the US, and conspicuously via social media, we are witnessing an acceleration of what we term historical knowledge mobilisation: increasingly and in various ways, evidence derived from academic historical research is being shared with broader publics. Moreover, evidence-based and false or misleading historical claims are being advanced with an eye toward influencing key decisions and/or impelling social change. Aims and objectives:…
