Street-level bureaucrats as policymakers in the implementation of information system in social services
This article explores the policymaking agency of street-level bureaucrats (SLBs) through public service ecosystem (PSE) framework. The study addresses the SLBs' role in policy implementation and the conditions influencing the SLBs' policymaking agency at individual, organizational and institutional spheres. Empirically, the focus is on the SLBs' experiences of an information system's (IS) implementation in social services. Findings suggest that t…

A critique of public service logic
This paper charts the evolution of public service logic’s (PSL) conceptual framework examining Stephen Osborne’s work and some 20 other researchers using the framework. It critically scrutinizes five significant aspects of PSL theory arguing that the subjective and collective notion of use-value creation ignores the important theorization of use-value in political economy and transfers too much from Vargo and Lusch’s marketing theory. It briefly …
Implementing AI in the public sector
Artificial Intelligence (AI) has advanced as one of the most prominent technological innovations to push the conversation about the digital transformation of the public sector forward. This special issue focuses on actual implementation approaches or challenges that public managers are facing while they fulfil new policy that asks for the implementation of AI in public administrations. In addition to assessing the contributions of papers in this …
Detecting and managing the mechanism of perceived meaningfulness of work and digital transformation in public sector health and social care services
This paper provides new insights into perceptions of the meaningfulness of work of service professionals and how it is constructed in the new context of digitalised health and social care long-term services, intended to offer co-created services. It elucidates the criteria evaluating the success of the digital services from the viewpoint of the service professionals. The paper presents case data from advanced digitalised services in Finland based…
Local public services and the ethical deployment of artificial intelligence
Responding to growing criticism that the use of artificial intelligence in public services reinforces unethical activities such as discrimination, the paper presents two new cases from the cities in Finland, both self-describing as centres for the ethical use of AI. Structured by an ethical AI foresighting framework we explore how and why AI is being used in local public services and its outcomes, the degree to which current AI-enabled public ser…

Governance-as-legitimacy
The paper challenges the network management perspective of Kooiman (2003) and Klijn and Koppenjan (2014) arguing that complexity in local public service governance now means they are better approached as ecosystems than networks, which are centrally managed. Instead, we note Duit and Galaz’s (2008) idea of flexible governances and, using a reformulated version of Lipsky’s (1980) street-level, synthesize Laclau’s (1990) idea of governance-as-legit…
Theoretical, practical and hybrid ex-academics
The academic career stories and trajectories of PhD holders have been widely studied in the context of economic austerity and an oversupply of doctors. However, few studies have investigated career building among ex-academics and how a doctoral degree and university work might affect their career possibilities outside academia. This paper explores the trajectories of ex-academics: PhDs with university work experience who have left academia to pur…
Learning in Finnish Social Work Practice and Research
Accepting Bartlett’s vision of social work’s evolution resulting from action research, the article argues that in Finland, extensive action research is occurring, and this is resulting in service innovations. However, little of this research is published in academic journals and has only limited dissemination. Drawing on data from new interviews with experienced social workers in the City of Tampere, Finland, the article details the nature and ex…

Towards a Framework for Understanding the Outcomes of Economic Engagements with Africa
In the last few decades, the world has experienced significant economic and political transformation, which has led to adjustments in economic interaction between countries. However, this new pattern of economic engagement has not attracted adequate investigation from management researchers. This paper aims to fill this gap in the literature by advancing a conceptual framework that can guide researchers towards investigating new patterns of econo…
Street-level bureaucrats as strategy shapers in social and health service delivery
In this research article, we discuss the social construction of public services within the conceptual and theoretical framework provided by Lipsky. We are interested in what it means if/when street-level bureaucrats (SLBs) have an active role in the construction of a service system. We argue that there are multiple realities in terms of the construction of public services and we approach the question by deploying Lipsky’s notion on SLBs by empiri…
The impact of co-production on frontline accountability
Mixing of roles between professionals, volunteers and service users creates a new, complex environment in which to produce and deliver public services. In this kind of environment, the issues of accountability become ever more important. This article presents a qualitative case study of co-production between volunteers and professionals in the legally regulated restorative justice services in Finland. Theoretically, we draw together the concept o…
Coordinating co-production in complex network settings
This article draws together the concepts of network management and co-production with complexity sciences. So far, these approaches have rarely been connected in research literature. We suggest that this conceptual framework offers new insights for analyzing the challenges of co-production in complex network settings in the local public services. The aim of the article is to find out how complex network structures meet the co-production process i…
