Using a theoretical framework based on complex adaptive systems and organizational learning, the study compares and contrasts the network structures of two disaster response systems following the 2006 avian influenza crisis and the 2011 Van earthquake in Turkey. This study emphasizes the reorganization of Turkish disaster response in 2009 and its impact in response to 2011 Van earthquake. The research utilizes data from content analysis of news r…

  • Self-Adaptation in Dynamic Disaster Environments

Open Access•Sitki Corbacioglu, ıtkı Çorbacıoğlu et al.•ARTICLE•Journal of Asian and African…•2014•Cited by: 2•References: 9

This paper examines the response to the 2006 avian influenza crisis in Turkey. Using complex adaptive systems as the theoretical framework, the paper discusses the extent to which the Turkish disaster management system showed self-adaptation during the crisis. Self-adaptation requires organizational flexibility that facilitates sufficient information flow through technical and cultural infrastructures. This study uses qualitative methods to analy…

  • Role of information in collective action in dynamic disaster environments

Open Access•Suleyman Celik, Sitki Corbacioglu et al.•ARTICLE•Disasters•2010•Cited by: 14•References: 10

This study explores the major issues facing collective response operations after destructive earthquakes. The small-n case study design employs qualitative and quantitative methods to investigate the decision-making process in a context of seismic risk to exemplify how public managers can utilise information and communication systems to ensure collaborative actions in managing an extreme event. Fifty-eight semi-structured interviews with 39 key d…

  • Organisational Learning and Selfadaptation in Dynamic DisasterEnvironments

Open Access•Sitki Corbacioglu, ıtkı Çorbacıoğlu et al.•ARTICLE•Disasters•2006•Cited by: 20•References: 8

This paper examines the problems associated with inter-organisational learning and adaptation in the dynamic environments that characterise disasters. The research uses both qualitative and quantitative methods to investigate whether organisational learning took place during and in the time in between five disaster response operations in Turkey. The availability of information and its exchange and distribution within and among organisational acto…
