Perceptions, images and emotions towards the European Union (EU) in Latin America
The Challenges for Building Regional Integration in the Global South
Mercosur at 30
Mercosur celebrated its 30th anniversary in 2021 in a situation of severe stress, in which the idea of rolling it back from a customs union towards a free trade area was discussed in polarized terms, raising the question about its legitimacy. This article analyses the legitimation strategies pursued by Mercosur member states' presidents and regional bureaucrats to build, maintain, defend and enhance the belief among relevant audiences that the re…
Institutional overlap and access to medicines in Mercosur and Unasur (2008–2018). Cooperation before the collapse
The proliferation of international and regional organisations in the last decades led to increasing overlap of memberships and mandates in social policy areas. Whereas the literature has explored the benefits and perils of institutional overlap though neglecting the social policy dimension of such processes, studies on regionalism have focused on single cases of regional organisations. This paper breaks new ground by examining the effects of the …
Eupd performance in Latin America
This article will assess European Union Public Diplomacy (EUPD) in Latin America, with the main question being why EUPD has resulted in different performance levels in Brazil, Mexico, and Colombia. Based on the current literature about public diplomacy, the article argues that EUDP performance varies depending on the convergence of three elements: a long-term contextual setting of EU foreign policy as a vehicle or obstacle for PD; intermediate po…
Regional Health and Economic Responses to the Covid-19 crisis in the EU and Latin America

Democracy Questions Informal Global Governance1
Practices of informal governance have become more frequent in the last decades, and several scholars have highlighted its positive effects to address the shortcomings of global governance. We discuss this trend from the perspective of the debate of democratic theory regarding the concentration of power. We explore mechanisms that evolved to deal with the concentration of power at the level of modern nation-states: the separation of powers, citize…
Negotiating normative premises in democracy promotion
This article analyses negotiations on democracy promotion by looking at the case of the Inter-American Democratic Charter. It argues that Venezuela contested the concept of representative democracy during the Charter negotiations, advancing the notion of “participatory and protagonist democracy” and that, even if it was unsuccessful in its demands, the country contributed to deepening the debate on the concept of democracy, on which there is far …
Silences and hierarchies in European Union Public Diplomacy
This article analyzes the effects of European Union Public Diplomacy (EUPD) discourses, drawing on poststructuralist approaches, which emphasize the productive dimension of discourse. We argue that EUPD helps reproduce a hierarchized identity of the EU, which authorizes particular courses of action while limiting others. Through an analysis of EUPD documents, we identify three descriptors - “EU as a zone of peace, prosperity and democracy”; “Unit…
Understanding Alba
Much has been said about the Bolivarian Alliance for the Peoples of Our America (ALBA), an organization created in 2006 as a follow-up to the cooperation between Venezuelan leader Hugo Chávez and Cuban leader Fidel Castro against neo-liberalism, and which expanded by incorporating eleven member states from Latin America and the Caribbean. ALBA, together with so-called ‘twenty-first century socialism’ and the model of protagonist and participatory…
Maritime Regions and the South Atlantic
This special issue addresses questions related to the definition and construction of regions and focuses on the case of the South Atlantic. Discussing the concept of regions and their role in international politics is of special relevance in the current context of instability and contestation of the international order and of institutions of global governance. The discussion about the role of the South Atlantic is also relevant for the Brazilian …

Regional Organizations and Social Policy in Europe and Latin America
Discussing Global Health and Access to Medicines in the un System
This article explores how and why regional organizations participate in the discussion about global health within the United Nations system. It focuses on the case of the Union of South American Nations ( unasur ) and the topic of access to medicines, and argues that the creation of this organization and its activism in global health diplomacy and governance evolved in the context of the reconfiguration of multilateral cooperation in the Americas…
As Organizações Regionais E a Promoção E Proteção Da Democracia
Post-hegemonic regionalism, Unasur, and the reconfiguration of regional cooperation in South America
This article explores the changes in the patterns of regional cooperation in South America in the last decade, and the role of the Union of South American Nations (UNASUR) in the contemporary period. It is argued that a new period has begun, better captured by the concept of "post-hegemonic regionalism", which implies that there is no hegemonic model of regional integration and cooperation, but rather a plurality of models that coexist and overla…
Explaining the Enforcement of Democracy by Regional Organizations
Regional organizations sometimes intervene to preserve democracy in one of their Member States. When a regional organization has developed a democratic identity, non‐intervention in case of violation of democratic principles would damage its credibility domestically and internationally. Nonetheless, violations of democratic principles sometimes go unsanctioned. Building on case studies of (non‐)interventions by the EU, Mercosur and SADC, we show …
