This essay applies and tests Michel Foucault's theories about local centers of power and knowledge by rhetorically analyzing a Midwifery Study Advisory Group in Minnesota in 1991–1992. Technical books written for women in the English Renaissance are shown to provide a rich source for furthering knowledge of the literacy of women, particularly middle-class women, and the roles these women assumed.
