The Rental Assistance Demonstration (RAD) and the evolving governance of public housing in the US
In this paper, I show how public housing authorities (PHAs) are implementing the Rental Assistance Demonstration (RAD), an underexamined public housing preservation and redevelopment program across the United States (US). Accessing administrative data, I paint a picture of RAD’s initial implementation, including the non-public actors assuming ownership and management of public housing. I then conduct interviews with PHA officials in six US cities…
The Next Frontier of Public Housing Redevelopment
Despite being the US Department of Housing and Urban Development's largest public housing redevelopment program to date, very little research has shed light on resident experiences with the Rental Assistance Demonstration (RAD), a rapidly growing initiative that is redeveloping public housing through the introduction of nonpublic actors. In the first examination of residents’ experiences with RAD within a major US city, this article uses in-depth…
Displacement Into New York City’s Shelter System
This study examines the associations between neighborhood-level housing dynamics and displacement rates into the homeless shelter system in New York City (NYC). We analyze a novel dataset obtained from NYC’s Department of Homeless Services that tracks the neighborhood of origin for shelter entrants. Using descriptive methods, mapping, and ordinary least squares (OLS) regression, we examine the relationships between community characteristics and r…
A Spectrum of Preservation to Privatization? Public Housing Authorities’ Adoption of the Rental Assistance Demonstration Across the United States
In this paper, we provide the first comprehensive programmatic and place-based overview of public housing authorities’ (PHAs) adoption of the Rental Assistance Demonstration (RAD), which aims to preserve public housing through public-private financing and operations. We first chronicle the political and functional constraints imposed upon public housing that have culminated in RAD’s adoption. Using novel datasets, we then outline the geographic d…
Diverging discourses
Housing publics
In this paper, I describe resistance to a public housing redevelopment process in New York City. I describe the story within a theoretical approach of pragmatism, as I focus on both means and ends in planning while considering the experience and contestations of the various “publics” involved in deliberations surrounding a pilot site for mixed-income infill development. While pragmatism is helpful in reflecting on planning processes, I also simul…
Unequal Exceptions
Zoning relief, the process of exempting individual properties from land-use regulations, is a widespread yet underexplored planning practice. A mixed-methods analysis of applications to the Board of Standards and Appeals in New York City between 1998 and 2017 examines three clusters of zoning relief. The results suggest a strong relationship between relief and neighborhood socio-political capital and underscore relief as a powerful form of ad hoc…
