Organizational Ecology's Contagion Growth Perspective in the Study of Standalone Charter Schools in New York City
This study aims to examine standalone charters in terms of organizational ecology's contagion growth that spread across New York City's neighborhoods from 2000 to 2007. Spatial autoregressive models and geographic information systems reveal that the density dependence that occurs from one standalone charter location to its nearby neighborhoods is associated with low commercial property values, renter-occupied housing units, African-American and H…
A Comprehensive Framework for Evaluating Shelby County School District’s Voluntary Preschool Program
In this article, the Tennessee’s Voluntary Prekindergarten (TN-VPK) program in general and the Shelby County Schools’ VPK program in particular are analyzed using the policy instruments of regulation, finance, and support services. The geospatial analysis (Geographic Information Systems or “GIS”) indicates that many of VPK’s site locations are unable to provide access to all qualified applicants. For both TN-VPK and Shelby County Schools, it is u…
Examining Curriculum Differentiation of Education Management Organizations (EMOs) in 41 States
This study seeks to understand the relationship between observable characteristics of schools operated by education management organizations (EMOs) and their organizational attributes. Most of the prior research on the relationship between EMO-operated schools and neighborhood and school sociodemographic characteristics considers the effect of organizational type in isolation without regard to scale or size. We contribute to the literature by usi…
School Choice Policies Shaping Neighborhoods, School Locations, and Destinies
In this article, we introduce a special collection of research articles that consider the processes and consequences of school choice across different social and spatial contexts in order to better understand the relationship between school choice and stratification in educational opportunity. This special issue presents a wide range of studies that examine geographical configurations, locations, scales, and relationships, all of which shape and …
Examining Variation Within the Charter School Sector
To date, there is a paucity of research that examines differences between charter schools that operate in suburban and nonsuburban contexts. This article examines whether students in suburban charter schools perform better or worse than their counterparts in traditional public schools or students in urban charter schools. Boasting the largest and most diverse charter school population in the United States, California offers a fertile urban-suburb…
Newly Hired Teacher Mobility in Charter Schools and Traditional Public Schools
Compared with traditional public schools (TPS), charter schools on average have much higher teacher turnover rates. Our study draws on segmented labor market theory to examine the dynamics of the teacher labor market in charters and TPS, focusing on newly hired teachers. Based on longitudinal data for Utah’s public school teachers, we employ multiple methods to determine how the timing of newly hired teachers’ decisions to transfer or exit can be…
School Choice and Competitive Incentives
Competition sparked by school choice is expected to generate greater educational opportunities, particularly for disadvantaged students. The premise is that competitive incentives will change the organizational behavior of schools (and districts, dioceses, etc.) in ways that will lead to more equitable access for students across varied and often segregated urban landscapes. Drawing from theories of institutional environments and nonprofit firms, …
