Avoiding the “ Huuuge” Crisis Predicted
Donald Trump’s arrival in the White House has tested the special relationship between Canada and the US. Admittedly, Prime Minister Justin Trudeau has had a harder time connecting with the new president than with his predecessor, President Barack Obama, but the difficulties between Washington and Ottawa go far beyond personal affinities. More specifically, Trump’s change of attitude toward both traditional allies of the United States and usual ri…
The Clash of Historical Analogies and Their Influence on Decision-Making
Contrary to the conventional wisdom in the literature on United States foreign policy, there was no consensus within the George W. Bush Administration on the parallel between the reconstruction of Iraq and that of post-Second World War Germany and Japan. Systematic analysis of available sources shows that the decision-makers drew a large number of different historical analogies—73 in all. This analysis takes a fresh look at the use of analogies r…
Quand simuler stimule.
Introduction
The fall of the Berlin Wall and the emergence of a new international landscape ushered in an era of globalization in which states appeared irrevocably condemned to obsolescence, a world without borders. The advent of an international system in which the state was relegated to secondary importance in international relations, coupled with the disappearance of physical borders, left little reason to expect a return of the wall. However, borders, wal…

Patterns of armed conflict changed significantly in the course of the zoth century. The period ending in 1945 saw a series of blood-soaked interstate rivalries that left deep wounds, culminating in the horrific events at Auschwitz and Hiroshima. The following two decades were marked by wars of national liberation in colonies such as Indonesia, Algeria, and Vietnam. Indigenous military groups, often supported by the Soviet Union, fought the imperi…

Does Peacebuilding Build Peace
“Middle Power Blues”
Canada has recently reaffirmed its standing as a Middle Power. By taking an important stance on issues such as peacebuilding and the outlawing of antipersonnel landmines, by promoting a shift human security, and by supporting the setup of the UN-sponsored international criminal court, Canadian foreign policy has asserted its traditional commitment a Middle Power role. (1) And it is prepared go father; in the words of the former Director General o…
