The long term costs and benefits of irrigation provision are dependent on the crop, rotation, soil type, water supply, management practices, irrigation and marketing costs as well as the drought risk. This paper outlines how all these factors can be considered, within a framework of benefit‐cost analysis, to determine the optimum level of irrigation provision
