Lock-in, resilience and path development in old industrial regions
This paper examines why some old industrial regions (OIRs) show strong lock-ins while others experience weaker ones. To do so, it compares the resilience of two OIRs in northern Spain — Asturias and the Basque Country — to major shocks and structural changes over the last fifty years, tracing their divergent development paths and advancing a tentative explanation for these differences. It employs a mixed-methods approach, combining dynamic shift-…
Science and technology parks as evolving policy instruments
This paper contributes to the emerging research on innovation districts (IDs) by examining, from the perspective of incumbent science and technology parks (STPs), the challenges they confront when embracing this new model. Urban IDs may allow STPs to move to cities’ downtowns and increase their scope of business spaces, but they present new challenges. Specifically, the paper identifies and addresses three key issues: the potential conflict of in…
Social Network Analysis
This paper introduces a scientific meta-experiment that aims to explore, by means of Social Network Analysis (SNA), a database previously worked with a traditional qualitative analysis (Valdaliso, 1988 and 1993). The sample is made up of more than 500 incorporated companies registered in Vizcaya between 1879 and 1913, which represent 30 per cent of the number and more than 90 per cent of the total capital of the companies created in that province…

Economic governance in the Basque Country
From the theoretical perspective of experimental governance and in the context of increasing asymmetric decentralization experienced worldwide, this article analyses the current system of economic governance of the Basque Autonomous Community (BAC) and the challenges for the near future. The article first deals with the distribution of powers and coordination mechanisms between the BAC, the Spanish State and the European Union, on the one hand, a…

Monterrey y Bilbao (1870-1914)

Moving up in the league’ with a little help from the state
The aim of this article is to explain the factors that underpinned the expansion of the Spanish shipbuilding industry during the Francoist regime, when it grew to rank fourth in the league of shipbuilding nations in the 1970s. After a brief description of the evolution of its output and markets, the article focuses on three aspects of shipbuilding: technology and costs; industrial structure and ship specialisation; and, above all, the strong gove…
Path dependence and change in the Spanish port system in the long run (1880–2014)
The aim of this article is to describe and explain the evolution of the Spanish port system and its main ports over the long run. Building on the literature on path dependence and port evolution, we set up an analytical framework with three broad driving factors – economic, technological and institutional – in order to explain path dependence and change in the ranking of the largest Spanish ports. The port system shows a trend towards de-concentr…
