Literacy of digital television policies
This article explores what media users know about media policy, what they expect to know and if they care. We adopted a case-study approach, researching this question for the region of Flanders based on a combination of both quantitative and qualitative data. We focused on knowledge of digital television and compared these findings with knowledge on emerging Internet policies. One objective was to assess whether there is a difference between peop…
The need for not more, but more socially relevant audience participation in public service media
In public service media (PSM) theory and policy, it is argued that more audience participation is needed in the production of PSM programs. However, little research has been done on the actual implementation and evaluation of audience participation in practice. Therefore, we investigate the values and meanings media users attach to participatory opportunities in PSM. We focus on the case of Bel10, a radio project of the Flemish public broadcaster…
Audience Participation in PSM from a Media-centric to a Society-centric Approach
Audience participation in production of public service media programs appears to achieve objectives that are more often media-centric than society-centric. The Monitor, a journalism program of Dutch public broadcaster NPO chooses not to focus on participation in production but on participation in the information-gathering phase. We investigate whether and how participation in this stage involves society-centric participation. We carry out expert …
Do ‘we’ really matter? An analysis of user motivations for online interaction with public service radio
In public service media (‘PSM’) literature and policy documents, many assumptions are being made about the increasingly active relationship users have with the media that they ‘consume’. Moreover, in recent years public broadcasters have adopted a more consumerist logic, often conceptualizing users as consumers and not as citizens. This study aims to bring in a user-centred approach in PSM theory and empirical research. More specifically, we stud…
That's My Art
How do children experience a participatory TV cultural policy project and, related to that, which views do they share on cultural policy matters? These questions guided a case study on a TV show aired on the Flemish children's public service channel, which staged children as cultural experts. Although the programme was presented as a participatory project, we found that the children's views were minimally involved in the production process. The c…
Moving beyond the Borders of Top–Down Broadcasting
This article analyzes whether and to what extent public broadcasters have been able to transpose concepts like interaction, cocreation, and participation into actual media service delivery. The article theoretically frames this discussion, first, by defining and operationalizing interaction with, cocreation of, and participation in public service media (PSM), focusing mainly on participation, and, second, by analyzing the challenges that emerge f…
