    This paper contrasts the schedule-oriented approach against the content-oriented strategy of public broadcasters. It presents data collected in 1999 and 2000 at the Finnish public broadcasters (YLE) and offers this as a concrete example of the challenges which European public broadcasters face on the way to digital convergence

    This article is a case-study of the Finnish radio reform in the middle of the 1980's which resulted in the introduction of commercial radio in the country after 50 years of public monopoly.     The conference ended an international Joint Study which was initiated at Tampere (Finland) in 1983. UNESCO has supported the planning and coordination of the Joint Study.
