Government-led innovation acceleration
How can agencies that have operational activities as a primary focus improve the procurement and transition of innovative technologies, particularly from the private sector? This study seeks to inform scholars and public-sector managers about organizational design for innovation and technology acceleration using a systems approach. It examines three organizations responsible for mission-oriented innovation: In-Q-Tel, stood by up the Central Intel…

How to Analyze the Cyber Threat from Drones
In this report, the authors explore approaches for understanding, inventorying, and modeling cybersecurity implications of the rapid growth in drone usage, focusing specifically on current vulnerabilities and future trends. The authors propose conceptual approaches meant to enable the enumeration and categorization of drone-related cyber threats and explore some of the potential benefits and challenges of modeling the commercial drone threat
The anatomy of collaboration in international development practice
Collaborative project implementation approaches are common in international development practice. This article uses a mixed-methods research design to examine the dynamics of North–South collaboration in a development setting. It studies election-monitoring campaigns in Nigeria and Ghana that involved cross-sector collaborations between several organisations. A conceptual model of cross-sector collaboration is proposed, which is then validated ag…
Innovation and Alliances
Explanations for national success in science and technology typically focus on domestic institutions and policies. However, that line of research has yet to identify any particular set of institutions or policies that explain variation in national innovation rates across cases or over time. This article offers new evidence that the problem with domestic institutions approaches stems from their failure to consider international security factors. S…
Beyond National Innovation Systems
This article describes the nature of innovation performance in the People’s Republic of China (PRC) in the context of its changing national innovation system (NIS). More specifically, it proposes to explain China’s lack of frontier innovation as reflected by the low quality of Chinese patents and scientific publications. Moving beyond the NIS—the prevailing framework for understanding national innovation rates—this article offers additional deter…
A Quantitative Fabric Analysis Approach to the Discrimination of White Marbles
Quantitative fabric analysis was applied in order to discriminate better among white marbles from various quarries of archaeological interest. This method provides an effective complementary tool to a characterization based upon petrography, cathodoluminescence microscopy and stable isotopes. Very good discrimination of marbles is achieved with the help of simple variables such as major axis and the shape‐specific PARlS‐factor. Using quantitative…
A Simple Procedure for Developing Equivalent Forms of Interest or Personality Questionnaires
The purpose of this study was to determine the adequacy of a simple method for developing parallel or equivalent forms of interest and personality questionnaires which have multiple keys. The method involves the pairing of items for popularity levels, phi coefficients, and item content. The use of this method yielded two 16-subtest forms, each subtest containing 12 items. Using Votaw's test of compound symmetry (7), a stringent statistical criter…
