In peace and war
While Norway in the 1930s had relatively liberal policies with regard to access to contraceptives, and an increasing number of legal abortions were carried out, the regime that was installed after occupation in 1940 reined them in, fuelled not only by Nazi ideology but by what new the regime saw as a most threatening population decrease. With reference to population policies in other West-European countries, this article compares Norwegian popula…
Evidence producing organizations
In the 1990s and 2000s, the evidence wave in evaluation practice gained momentum first in medicine later in other policy fields. The evidence idea inspired actors in Scandinavia where evidence producing organizations were established. The aim of our study is to better understand these organizations and explore their characteristics in Denmark and Norway. We compare their organizational structures, stance towards ministries, resources and governan…
Physiology and Hygiene in the History of Nutrition Science
The disciplines of chemistry and physiology were important in the formation of the discipline of nutrition. Food and nutrition were also included in the discipline of hygiene. The roles of physiology and hygiene for the nutrition science in the Norwegian context from 1870 to 1970 is explored, focusing on the contributions from the university professors of these disciplines, their perspectives and relations towards the state. The perspectives and …
Veterinarians and Public Health
This article explores the role of food control in the professionalization of veterinarians in Norway. Veterinarians became engaged in public health through food control and market inspection, which were the responsibility of Norway’s city boards of health from the 1860s. Food inspection served a double purpose: to ensure honest trade and to maintain the safety of food. I argue that food control, which was associated with cities’ efforts to secure…
Regulation for Safe Food
This article explores food safety regulation in five European countries by comparing their main legislation and organizational characteristics. The aim is to gain insight into the particular characteristics of food safety regulation, understand major differences and similarities, and reach a firmer understanding of how regulation evolves. Food safety regulation concerns vital questions, and is a field with a long history. Food scandals – in parti…
From poor law society to the welfare state
This article examines the main trends in the history of publicly organised school meals in Norway, while casting comparative glances at Britain. First, it argues that the status of school meals today is strongly influenced by three intertwined strains of past tradition: poor relief, universal welfare and the ideal of full-time and nutritionally competent housewives. Second, tradition is also visible in the extent to which publicly organised meals…
