Improving hate speech detection with large language models
Efforts to curb online hate speech depend on our ability to reliably detect it at scale. Previous studies have highlighted the strong zero-shot classification performance of large language models (LLMs), offering a potential tool to efficiently identify harmful content. Yet for complex and ambivalent tasks like hate speech detection, pre-trained LLMs can be insufficient and carry systemic biases. Domain-specific models fine-tuned for the given ta…
The distribution of hate speech and its implications for content moderation
Hate speech is widely seen as a significant obstacle to constructive online discourse, but the most effective strategies to mitigate its effects remain unclear. We claim that understanding its distribution across users is key to developing and evaluating effective content moderation strategies. We address this missing link by first examining the distribution of hate speech in five original datasets that collect user-generated posts across multipl…
Power in the Council of the EU
We aim to estimate the power distribution in the Council of the European Union—both a priori and a posteriori. With respect to the latter, our analysis suggests that several previously used indices are ill-suited for this application. By introducing minimal modifications, we propose a new index and compare it with previous constructions in a unified framework. Empirically, we find that that all countries gain a priori voting power in the Council …
Undesired properties of the European Commission’s refugee distribution key
The European Commission has proposed a refugee distribution key, which yields respective quotas for European Union/European Free Trade Association member states. It is based on four quantities: GDP, population, asylum applications per capita in the past, and unemployment rates. I show that the given distribution key has properties which contradict the European Commission’s intentions. Exemplarily, states with low (high) unemployment may experienc…
