The Resettlement of Homeless Young People: Their Experiences and Housing Outcomes
This article reports the experiences of 109 homeless people aged seventeen to twenty-five years in England who were resettled into independent accommodation during 2007/08. It focuses on housing, finances, employment and access to support services. After fifteen/eighteen months, 69 per cent of the young people were still in their original accommodation, 13 per cent had moved to another tenancy and 18 per cent no longer had a tenancy. Most were gl…
Factors that Influence the Outcomes of Single Homeless People's Rehousing
This paper examines the influences of biographical, behavioural, housing and neighbourhood attributes on housing satisfaction, settledness and tenancy sustainment for 400 single homeless people who were resettled into independent accommodation. It draws on evidence from FOR-HOME, a longitudinal study in London and three provincial English cities of resettlement outcomes over 18 months. There was a high rate of tenancy sustainment: after 15/18 mon…
The outcomes of rehousing older homeless people: A longitudinal study
Older people who become homeless have attracted increasing attention in North America, Western Europe and Australia over the last 20 years, but there have been few projects dedicated to their support, and even fewer studies of the outcomes. This paper reports a longitudinal study of the resettlement of 64 older people who were rehoused into permanent accommodation from homeless people's hostels in England. Their progress was monitored for two yea…
Developing homelessness prevention practice: Combining research evidence and professional knowledge
This paper presents recommendations of three kinds for the development of homelessness prevention: for practice changes, for the concerted development of evidence on the effectiveness of different measures, and for a more systematic approach to the identification and dissemination of good practice. The recommendations were developed through consultation with health-care, social service and housing provider staff. They were asked to comment on the…
Older Migrants in Europe: A New Focus for Migration Studies
This article introduces the eight papers in this collection, all of which arose from the deliberations and research projects of the members of a European Science Foundation Scientific Network. The thematic focus is the intersection of migration and personal ageing. The article has three aims and themes, the first being to provide a summary account of the diversity of older migrants in contemporary Europe. A key distinction is between older people…
Responding to the Needs of Older Homeless People: The effectiveness and limitations of British services
The article examines why the statutory and voluntary- (non-profit) sector services in Britain do not fully meet the needs of vulnerable older people or prevent homelessness among them. Britain has a relatively comprehensive welfare safety net for vulnerable people, and since the early 1990s central government has taken a more directive and strategic role in the development of services specifically for homeless people. As a result, service provisi…
The diversity and welfare of older migrants in Europe
This paper sets the scene and provides a conceptual framework for the articles in this special issue. They present the findings of research on European residents who have reached or are on the threshold of old age and whose current circumstances have been strongly influenced by a migration across an international border. Such ‘older migrants’ are scattered throughout Europe and they have especially diverse characteristics. They include some of th…
Northern European retired residents in nine southern European areas: Characteristics, motivations and adjustment
During the last two decades, northern European retirement residence in the southern European sunbelt has grown strongly and its forms have rapidly changed, but standard demographic and social statistical sources provide no information about the flows, the migrants or their increasingly mobile and complex residential patterns. Considerable primary research has however recently been undertaken into the causes, conditions, experiences and consequenc…
The challenge of intra-Union and in-migration to 'social Europe
This paper examines with particular reference to international migrants the contradictions between rhetoric and reality in eligibility to and the availability of health and welfare entitlements across the European Union. On the one hand, the Brussels Commissions laud the existence of a 'social Europe', which should exist as a logical extension of the promotion of the free movement of labour - a policy goal that is agreed by all member states. 'Eu…
The International Dispersal of Pensioners from Affluent Countries
This paper examines the distribution of the older beneficiaries of state social security programmes, with particular attention to the UK, the US and Australia. These data have not previously been analysed by a migration researcher, provide a partial source on international retirement moves, and make clear that several processes and types contribute to the international dispersal of a country's retirement population. They show that ‘return’ and ‘f…
The responsibility to care for single homeless people: Care for single homeless people
This paper examines the reasons why in contemporary Britain many single homeless people with severe physical and mental health problems and welfare needs do not receive the treatment, care and financial support that they manifestly need, and in particular considers the interaction between their personal characteristics and the organisation and the obligations of services. Homelessness is a complex concept associated with problems of housing, heal…
Care services for frail older people in South Korea
This paper examines the changed social circumstances of older people in South Korea and specifically the increased need for formal health and social services for those who are frail and have no informal carers. The article begins with a summary account of the country's exceptionally rapid demographic, economic and social transformations, which demonstrates a widening gap between the population's expectations and needs, and health and social servi…
Cause-Specific Late-Age Mortality Rates as Indicators for Public Health Priorities

Policy and Service Responses to Rough Sleeping Among Older People
Rough sleeping in Britain has a long history, and interventions have alternated between legal sanctions and humanitarian concern. This paper critically examines recent changes in homeless policies and services, with particular reference to the needs of older people who sleep rough. The characteristics and problems of the group are first described. Single homeless people were formerly accommodated in direct-access hostels but, from the 1970s, indi…
Evictions and Prolonged Homelessness
This paper examines the connections between homelessness among older people and both evictions by statutory housing providers and repossessions by mortgage institutions. The evidence is from 45 single homeless people (among 313 in a succession of ethnographic studies) who reported that eviction made a contribution to their homelessness. Using preceding states and events as criteria, a taxonomy of these once-evicted older homeless people is propos…
The well-being of British expatriate retirees in southern Europe
This article examines the personal outcomes of overseas residence in later life, by analysing some findings from the first large-scale, comparative study of the retirement of British citizens to southern Europe. Four study areas are compared: Tuscany in Italy, Malta, the Costa del Sol of Spain, and the Algarve region of Portugal. The analysis focuses on the expressed reasons for moving to and residing in the areas, the reported advantages and dis…
British retirees in Malta: Components of the cross-national relationship
The paper focuses on three aspects of the retirement of British citizens to Malta and Gozo: the evolution of the British settlement, four pathways to the islands, and the formation of the current demographic and household characteristics.... The immigration of British retirees to Malta has fluctuated in volume and character over the last 35 years, partly in response to changes in Maltese fiscal and residence policies, and partly reflecting the ch…
International retirement migration in Europe
This paper presents a review and prospectus of international retirement migration (IRM), dealing mainly with European evidence but also referring to some analogous trends in North America. The paper is in three main parts. It first makes the case for regarding IRM as a significant aspect of population geography and of migration studies; in certain areas of Mediterranean Europe, IRM also has effects on regional economic geography. The second secti…

The development of retirement migration in Great Britain
Migration around the age of retirement is an expression of the opportunities a society gives to its retired people and to the housing and life-style aspirations held by the older population. This article discusses the proposition that two phases of old age have developed among the affluent populations of western Europe. First, a period of relative poaffluence and good health among young elderly people, and secondly, a later period of poorer healt…
Being Old, Old People and the Burdens of Burden
Burden is today often applied to elderly people in two senses, for the fiscal load of income support and health and social care costs, and for notions and scales of care-giving effort and stress. It does not however convey straightforward meanings for its understanding is affected by two millenia of metaphorical and rhetorical usage. The use of burden tends to simplify relationships, whether between age-groups of a population or between a carer a…

The Distribution of the Elderly Population of Great Britain
The paper falls into three parts: firstly, an overview of the geography of the elderly in Northern Ireland is presented; secondly, a more detailed discussion of the position in the city of Belfast is developed; and thirdly, the paper concludes with a projection of the elderly population of Northern Ireland up to the year 201 1 . The opportunity has been taken to build on the paper published in Geographical Perspectives on the Elderly in 1982 by c…
The Ageing of Britain's Population: Geographical Dimensions
The ageing of Britain's population proceeded rapidly between 1901 and 1971 but has now slowed. Even the very high rates of increase of the population aged 75 or more years are likely to moderate in the 1990s. Further increases in the elderly population will be strongly influenced by trends in late-age mortality. For the last twenty years there have been substantial improvements in mortality but these will not inevitably continue. The distribution…
Population Geography and Ageing in Britain and France Research and Applied Issues
