‘You see similarities more than differences after a while’. Communities of Practice in European industrial relations. The case of the hospital European Sectoral Social Dialogue
This article looks at the hospital European Sectoral Social Dialogue Committee (SSDC) through a Community of Practice (CoP) theoretical lens. Based on a 2‐year project, qualitative in‐depth interviews at the European level and in five Member states, and participant observation of the hospital SSDC, we propose a shift from traditional institutional and resource‐based accounts and provide a learning and knowledge‐focused understanding of this speci…
The role of the capability, opportunity, and motivation of firms for using human resource analytics to monitor employee performance
The digitalisation of business processes has led to the availability of (big) data which increasingly allows firms to analyse their workforce using HR analytics. On the basis of a cross‐national multi‐level analysis and a data set that covers more than 20,000 firms in all member states of the European Union we investigate the reasons why some firms make use of human resource (HR) analytics to monitor employee performance while others refrain from…
What's the point of European Sectoral Social Dialogue? Effectiveness and polycontexturality in the hospital and metal sectors
Drawing on pragmatism and systems theory, this article analyses how participants in the European Sectoral Social Dialogue in the metal and hospital committees understand its effectiveness. We find that the participants have a broad understanding of effectiveness compared with the European Commission and existing research. Participants do not dismiss the importance of direct effects on working conditions in member states but downplay it in compari…
Variable Pay Systems and/or Collective Wage Bargaining? Complements or Substitutes
Whether collective wage bargaining impedes the implementation of variable pay systems is uncertain. The authors argue that much of this uncertainty is attributable to the fact that research neglects differences in the institutional structure of bargaining. Using representative company-level data for all member states of the European Union, the authors investigate the incidence of variable pay systems in general as well as pay types that include p…
Measurement and Analysis of Industrial Relations Aggregates
There is a long tradition in comparative research on industrial relations of analysis concentrating on differences and similarities between countries, that is, focusing on aggregates measured at the national level. But what happens if there are no (more) differences in industrial relations systems between countries? If there are not differences the question arises if comparative research is becoming meaningless? Concentrating predominantly on sta…
