This paper examines the letters of the Ottoman Grand Vizier and commander-in-chief of the 1769 campaign, Yağlıkçızâde Mehmed Emin Pasha, in order to advance the understanding of Ottoman notions of expertise. Military expertise has always been seen as a fundamental part of discussions of Ottoman modernization, and its perceived absence prior to the Ottoman-Russian War of 1768–1774 is cited as one of the many reasons why the Ottomans ‘lagged’ behin…

This article examines the events leading to the execution of Gregory V, Patriarch of Constantinople, utilizing accounts and documents in Ottoman Turkish and Greek. Gregory was the occupant of a post which involved striking a balance between different Phanariot factions, pro- and anti-Enlightenment tendencies, and localist and imperial expectations. This article argues that it was the outbreak of the Revolution in the Morea, rather than Ypsilantis…

    Open Access•Yusuf Ziya Karabıçak•ARTICLE•Bulletin de correspondance…•2020

This article focuses on the activities of the Patriarchate of Constantinople and its prelates in Ottoman Serbia between 1797 and 1813. The Ottoman government tried to reform the organization of Ottoman Serbia immediately after the Ottoman-Russian-Austrian War of 1787‐1792. I argue that the Patriarchate was central in the re‐organization efforts. It was also an integral part of Ottoman policies to come to terms with the rebels when the revolt brok…

This article uses tools developed by conceptual history to examine what it might have meant for Ottoman officials in Istanbul to use the term Rum milleti during the Greek War of Independence. The revolution that started in 1821 has been seen as the first successful national uprising in Europe. It has long been ascertained that the Ottomans did not understand the national undertones that was seen in the declarations of the leaders of the Greek Rev…
