Assessing South Korea's Compliance with Global Norms on Development Cooperation
Over the last f ive decades, the UN and OECD/DAC have strongly urged member states to comply with global aid norms to improve aid effectiveness. To what extent are the global aid norms actually put in practice in countries that have pledged themselves to comply with these norms? Norm life cycle theory explains the internalization of global norms as legalization, institution-building, and official policies at the national level. This study supplem…
Why Help North Korea? Foreign Aid to North Korea and Its Determinants, 2002–2018
Since North Korea solicited international assistance due to famine in 1995, the international community has provided billions of dollars of aid to the country. Despite multiple challenges from donors' perspectives, bilateral donors continue to extend aid grants that play a significant role in sustaining North Korea's dysfunctional economy. Nevertheless, there are great variations among bilateral donors in terms of aid amounts to North Korea. This…
South Korea’s outward direct investment and its dyadic determinants: Foreign aid, bilateral treaty and economic diplomacy
This study investigates the factors that affect South Korean outward foreign direct investment (FDI) in developing countries. Most previous studies focus on monadic factors and do not consider how and to what extent bilateral relationships between South Korea and the host countries affect the investment decisions of Korean firms. The current study finds that interstate factors such as South Korea's international investment treaties with and offic…
An Empirical Analysis on Determinants of Aid Allocation by South Korean Civil Society Organizations
This paper examines whether three sets of factors—humanitarianism, the South Korean government’s official aid, and concerns regarding performance—affect South Korean CSOs’ decisions regarding aid recipients and the amount of aid to them. The statistical results of these two-stage analyses show that South Korean CSOs take into consideration different sets of factors at each stage of their aid allocation decisions. While humanitarianism and ODA all…
International treaties and foreign direct investment: An empirical analysis of effects of bilateral investment treaties on South Korea's FDI
South Korea has been proactive in concluding bilateral investment treaties to promote both inward and outward investment. While South Korea had concluded 95 BITs as of 2017, there have been very few empirical works on whether BITs have positive effects on South Korea’s FDI flows. This paper aims to empirically examine the effects of BITs between South Korea and treaty partners on South Korea’s outward FDI into them. The results show that BITs—eit…
South Korean Attitude towards China: Threat Perception, Economic Interest, and National Identity
In the context of growing tensions in East Asia over territorial disputes and history issues, one can observe the rise of anti-Chinese sentiments among South Koreans in the early 2010s although many South Koreans had positive views on China a decade earlier. What affects South Korean attitude toward China? Despite China’s significance to South Korea, there have been surprisingly few scholarly works attempting to answer this question. Based on an …
Why invest in North Korea? Chinese foreign direct investment in North Korea and its implications
North Korea has been regarded as the least likely place to attract foreign investors due to its poor infrastructure, policy reversals, and totalitarian regime. However, the recent growth of Chinese direct investment in North Korea has drawn much attention due to its implications for the North Korean economy and regional stability. This research provides an analytical framework by considering two fundamental issues that any foreign investor takes …
The Rise and Fall of Anti-American Sentiment in South Korea: Deconstructing Hegemonic Ideas and Threat Perception
This article examines anti-American sentiment in South Korea by taking a closer look at the ways in which hegemonic ideas of anti-North Korea and pro-U.S. have been deconstructed. It argues that the extent to which South Koreans perceive a North Korean threat exerts a significant influence on anti-American sentiment in South Korea
Financial Regionalism in East Asia: Regional Surveillance Cooperation and Enforcement Problem
Since the Asian financial crisis in 1997, many financial cooperative arrangements among the ASEAN + 3 countries have been formed to facilitate policy coordination and to prevent another crisis from adversely affecting East Asia. This paper focuses on regional surveillance cooperation, which has been regarded as a pre‐requisite for deeper financial cooperation including bilateral swap arrangements under Chiang Mai Initiatives. Although East Asian …
