For many years there has been concern expressed about the pattern of increasingly black populated central cities surrounded by white suburbs. This paper presents an examination of what is potentially a new form of residential segregation taking place within inner cities. The paper is based upon a study of Washington, District of Columbia. Its conclusions have implications for any number of other United States cities
