In 1953 a new formula for dealing with the complicated racial problems of the settler communities was introduced into the African scene. This innovation—the doctrine of inter-racial partnership—was launched with the merger of the territories of Southern Rhodesia, Northern Rhodesia, and Nyasaland into a federal state.
