This article assesses the exisiting debate on popular consensus for Mussolini and Italian fascism. It argues that the current historiography is, in part, inadequate and leaves a number of key issues unaddressed, and especially the critical question of why the Mussolini regime aimed to create a consensus for fascism in Italy.
