"A Comment on "The Kyoto Protocol
Under the current timetable, Canada and the other signatories of the 1997 Kyoto Protocol must decide, by 2002, whether or not to ratify the agreement and proceed with the greenhouse gas emission reductions that it specifies. In a recent issue of this journal, Sandra Rollings-Magnusson and Robert C. Magnusson (henceforth RM) argue that Canada should delay ratification until the Protocol’s emissions trading provisions are modified to reduce what th…

Health Care Policy in the United States: Lessons for Canada At first blush, the suggestion that the American experience in health care policy may contain some helpful lessons for Canada may seem surprising. For one thing, there is a large body of opinion in the United States (and also in Canada) which holds that the adoption of a system closely modelled on the Canadian one represents a promising type of reform for the United States, as that count…

Simulating commercial policy in a small, open dual economy with urban unemployment
A two‐sector numerical general equilibrium model calibrated on Kenyan data is used to consider second‐best tariff policy in an economy with a distorted market for urban‐industrial labour and urban unemployment. The results illustrate the sensitivity of second‐best policy to the way the administered urban wage is determined (whether it is fixed primarily in terms of food or the manufactured good), and to the degree of inter‐sectoral mobility of ca…

Urban unemployment and optimal tax policy in a small, open dual economy
This paper analyses optimal tax policies in a two‐sector model of an LDC, similar to that of Harris and Todaro [1970]. The analysis assumes a small, open economy with a non‐competitive urban wage which depends on prices of both agricultural and manufactured goods. Optimal policies are considered for cases where an employment subsidy in manufacturing and/or taxes on international trade are the only feasible instruments, and where government revenu…

imports, where quoted import price indexes are used to avoid serious measurement errors and information on changes in the variables over years is utilizecl. It has been found that the elasticity is numerically larger for finished goods than for crude materials and intermediate goods. Effects of time lags are different between commodity types; in the case of finished goods, adjustment to price changes seem to be completed within a year, but for ma…
Foreign aid, population growth, and the gains from birth control
In this article we consider a twofold problem: (a) the foreign aid cost of changing a stagnant or ‘trapped’ economy to one which is capable of sustaining its own growth, and (b) the accrued benefits of a family planning programme in achieving this. Specifically, we cite the case of an economy trapped in a so‐called low‐level equilibrium and evaluate the change in the amount of foreign aid that is required to achieve self‐sustained growth when the…
