The Role of Research in the Development of U.S. Federal Alcohol Control Policy
In the development of federal alcohol control policy, is research used merely to inform policymakers and the public, or to persuade them? Changing the Price of Alcohol in the United States
Based on a study examining the development, modification, and blockage of U.S. federal alcohol policy during the 1980s and 1990s, this paper focuses on alcohol prices and taxes. Data consist of 64 in-depth interviews of experts on U.S. federal alcohol policy, supplemented by findings from archival government reports, trade journals, and the research literature. A Study of the Alcohol Policy Development Process in the United States
The project identified factors influencing U.S. federal alcohol policy formation and especially the role of research. It explored the applicability of John Kingdon's “Policy Stream” model involving three interacting policy streams: problem recognition, policy alternatives, and politics. This article describes policy developments in alcohol advertising and counter-advertising at the U.S. national level, including federally mandated warning labels on alcoholic beverage containers, the campaign for health warnings on broadcast advertising, the end of the voluntary ban on advertising of distilled spirits on television and radio, and the debate concerning a health-benefits label on wine products.
