Private landowner preferences for CWD management and access in Alberta
Chronic wasting disease (CWD) poses significant ecological and economic challenges in Alberta, where private landowners play an important role in its management. This study examined private landowners’ preferences for providing hunting access as part of CWD management programs based on data from a survey of 415 Alberta landowners who own or operate at least 40 acres of land. A discrete choice experiment (DCE), analyzed through conditional logit a…
Alternative Policy Approaches for Emission Reductions in the Canadian Aviation Sector

A property rights framework for analyzing management options for wildlife
Although property rights have been used to understand numerous wildlife issues, such as extinctions, they have rarely been used to provide insights into specific management options. We present analytical frameworks that may be used to characterize property rights to wildlife for the purpose of understanding the implications of management actions for various stakeholders. The frameworks consider multiple types of values, including consumptive, non…

Prospects for Second-Generation Ethanol in Canada
Canadian ethanol production is currently derived from grain. Ethanol is criticized for displacing food production and not significantly reducing greenhouse gases. Second-generation ethanol from lignocellulosic feedstocks, such as fast-growing trees, are promoted as being more effective at reducing greenhouse gases without compromising food supplies. However, a second-generation ethanol industry may not be cost-effective with regard to greenhouse …

Tenure and Forest Income
We explore the relationship between tenure and forest income in 271 villages throughout the tropics. We find that state-owned forests generate more forest income than private and community-owned forests both per household and per hectare. We explore whether forest income varies according to the extent of rule enforcement, and congruence (i.e., overlap of user rights between owners and users). We find negative associations between enforcement and …

What Is Tenure Security? Conceptual Implications for Empirical Analysis
Security of property rights, or tenure, is central to the economics of development and is recognized as important for the adoption and implementation of sustainable forest management. Despite the potential importance of tenure security, this paper shows that there is a great deal of variation in how security is defined and measured, which may be responsible for difficulties that empirical studies have had in linking tenure security with economic …

In search of forest resource values of indigenous peoples
This article examines issues surrounding the potential applicability of nonmarket valuation techniques to indigenous peoples. A conceptual model examines relationships between natural and cultural environments and value systems. Problems of valuation identified include eliciting values for individuals, aggregating individual values into measures of social welfare, and comparisons of welfare across culturally different groups. The influence of sac…

Impact of Newsprint Recycling Policies on Canadian Waste Production and Forests
An increasing number of American states have enacted legislation which requires that newsprint contain specified amounts of recycled fibre. By the year 2001, such policies are estimated to save, at most, 3.5 percent of expected Canadian landfill requirements and, for the period 1990-2001, 0.19 percent of the stock of tress on productive forest lands in Canada. If Canada were to adopt similar newsprint recycling legislation, we show, contrary to w…
The wastepaper dilemma
An increasing number of governments have enacted legislation requiring that newsprint contain specified amounts of secondary fiber. Such policies are seen as a means to alleviate landfill problems and prevent trees from being harvested. The impact of legislation on these two issues is estimated for the period 1988–2010. The cumulative effects of the legislation are estimated to free up 3.4% of the requirements of total landfill space over this pe…
