    Any program of education for any racial minority of necessity stems from one or the other of two fundamental assumptions or from some compromise involves a recognized balance between and relative emphasis of the two.     This investigation was undertaken for the purpose of throwing some light on the causes or predictive associates of failure among superior pupils in junior high school. In the Northeast Junior High School of Kansas City, Kansas, a school for Negroes, there were located twenty-seven cases, 18 boys and 9 girls, with I.Q.'s, computed from Otis Self-Administering Tests of Mental Ability, of 110 or above, whose work on the average was unsatisfactory-fa…
