  • Equity through Guided Pathways in California Community Colleges

    Open Access•Carlos A Galan, Eric R Felix et al.•ARTICLE•Frontiers in Education•2025

The California Community Colleges (CCC) system introduced the Guided Pathways (GP) framework as a large-scale system-wide transformation effort to improve completion rates and close equity gaps. This study analyzes how CCC campuses implemented the GP framework to address issues of racial equity through their 2021–2022 Scale of Adoption Assessment (SOAA) reports. Using Critical Race Discourse Analysis (CRDA), we examine how institutional language …

This article uses in-depth interviews to explore the experiences of four community college administrators leading policy efforts to advance racial justice efforts. Through a critical organizational lens, we document the unacknowledged labor associated with being the central figure driving institutional equity efforts and the primary person on campus responsible for overseeing and carrying out racialized organizational change. Our analysis yielded…

  • For Latinx, by Latinx

    Open Access•Eric R Felix•ARTICLE•Education Policy Analysis Archives•2021

Policy implementation research tends to document the failures of reform, describing the myriad ways implementers miss the mark in translating intent into impact; or in the words of Derrick Bell, policy scholars are left with examining the “unfilled hopes of racial reform” (2004, p. 185). In contrast, this article presents an intrinsic case study where campus leaders took a race-conscious approach to implementing a state-wide reform known as the S…

  • Counterstories of Policy Implementation

Eric R Felix, Ray Ramirez•ARTICLE•Journal of Latinos and Education•2020•References: 4

We highlight how community colleges implement equity-oriented reform to address inequities facing Latinx students. Through counterstorytelling, we provide lessons learned on the implementation and impact of equity-oriented reform in community college. Key findings revealed that the reform is necessary, but not sufficient to improve racial equity for Latinx students, thus requiring campuses and practitioners to move beyond the margins of superfici…

This article examines California’s Student Equity Policy crafted by policymakers to “avoid an underclass of ethnic minorities” in higher education. We combine tenets from critical race theory, interest convergence, and color-evasiveness to qualitatively interrogate 17 policy documents including chaptered bills, legislative mandates, and implementation guidelines related to the reform effort. We highlight how revisions to the reform deliberately i…
