    In this essay I have chosen first to write on emerging North American community as if it were a fact. (1) The signs of this emergence are all around us and, in my view, some sort of community already exists. If so, it can be defined as a community with a small c, unlike European Community, with its political and regulatory institutions, but integrating into a complex, interdependent system nonetheless.
